Supporting enterprises to participate in developing new digital applications and services under the public-private partnership model
On January 18, Comrade Nguyen Thi Loan, Vice Chairwoman of the Provincial People's Committee, signed and promulgated Plan No. 16/KH-UBND on supporting enterprises to participate in developing new digital applications and services under the public-private partnership (PPP) model.

The Plan aims to create a favorable, transparent and attractive legal environment to mobilize maximum resources from the private sector, especially technology enterprises, to participate in investment, research and development of digital applications and services, contributing to promoting the construction of digital government, digital economy and digital society in the province. Enterprises are identified as the center of PPP projects, playing a proactive role in proposing, investing and implementing, while being guaranteed a fair, stable and sustainable investment environment.
According to the Plan, Thai Nguyen province sets the goal of forming a public-private digital service ecosystem, fully institutionalizing PPP regulations in the fields of science, technology, innovation and digital transformation; building a specialized page on public-private partnership related to science, technology, innovation and digital transformation to provide information, connect and support enterprises. Along with that, the province synchronously deploys support solutions regarding finance, infrastructure, technology and simplification of administrative procedures.
The scope of the Plan applies to PPP projects in the fields of: High technology, strategic technology; science and technology infrastructure and innovation; digital infrastructure, shared digital platforms; training and developing digital technology human resources, along with other suitable technological products and services. Applicable subjects include agencies, units, localities, organizations, individuals and domestic and foreign enterprises participating in or related to PPP activities in the province.

Regarding support content, the province will provide data and shared digital infrastructure; support part of the funding for research and testing; give priority in bidding and public procurement; deploy the sandbox mechanism; and support communication and promotion of digital products and services. Enterprises are responsible for investing in technology, capital and human resources; organizing operation and service exploitation; sharing benefits and ensuring information safety and security.
Notably, the province commits to prioritizing the allocation of public investment capital for PPP projects in science, technology, innovation and digital transformation, with the state capital participation rate potentially reaching up to 70% of the total investment. Enterprises enjoy many incentives such as: Calculating 200% of research and development (R&D) costs as deductible expenses when determining income subject to corporate income tax; exemption or reduction of land rent or use fees, investment incentives; ensuring ownership of technological products/data/solutions determined by contract, ensuring intellectual property rights; and risk-sharing mechanisms regarding revenue during the initial stage of project implementation.

Besides, the province strongly implements administrative procedure reform for PPP projects in the fields of science, technology, innovation and digital transformation, with an appraisal time not exceeding 7 days and approval not exceeding 5 days from the receipt of complete and valid dossiers; applying the "one-stop-shop" mechanism in receiving and processing dossiers.
In the coming time, Thai Nguyen will focus on deploying key projects such as: Viet Bac Regional Innovation Center; concentrated digital technology park; startup incubator; shared research and development infrastructure; expanding broadband infrastructure and 5G mobile networks. Simultaneously, the province develops digital physical infrastructure, digital utility infrastructure and digital technology; builds and deploys digital transformation plans for enterprises, especially small and medium enterprises, cooperatives and business households; effectively implements preferential policies encouraging enterprises, especially small and medium enterprises, cooperatives and business households, to invest in digital transformation. Besides, the province promotes attracting strategic technology enterprises, developing synchronous and modern digital infrastructure, ensuring network safety and security, contributing to creating a solid foundation for developing the digital economy and digital society in the 2026 – 2030 period and subsequent years.
