Creating substantive, tangible shifts in growth quality, competitiveness and people's livelihoods
On the afternoon of April 17, Comrade Trinh Xuan Truong, Member of Party Central Executive Committee, Secretary of Provincial Party Committee, chaired the 11th Conference of Provincial Party Standing Committee for the 2025–2030 tenure to review and provide input on important matters related to Party building, political system development and socio-economic development of the province.

At the Conference, the Provincial Party Standing Committee reviewed and provided input on 22 matters within its authority, submitted by Party Committees of the province’s Party agencies, Party Committee of the Provincial People's Committee and advisory bodies of Provincial Party Committee, focusing on areas with direct impact on socio-economic development and the enhancement of state management effectiveness.

During the discussions, delegates assessed that the submitted matters are of significant importance, with direct bearing on the province’s fulfillment of its political tasks. Delegates also emphasized the high demands placed on the implementation of second-quarter tasks, particularly given that the province has already developed a comprehensive growth scenario. Accordingly, all levels, sectors and localities must adhere closely to the principle of “clear accountability for people, tasks, resources, responsibilities and results”; accelerate land clearance and compensation and disburse public investment capital for key infrastructure works and projects; promptly review, restructure and effectively handle surplus assets; and concentrate on definitively resolving long-outstanding projects in order to efficiently mobilize resources for growth. The Finance sector must proactively balance and allocate resources, address localized capital shortfalls, particularly for carried-over projects under the two-tier local government model, to ensure implementation remains on schedule.

Delivering the concluding remarks and directing the Conference, Comrade Trinh Xuan Truong, Secretary of Provincial Party Committee, stressed: The matters submitted on this occasion are all tied to pressing requirements in development governance, demanding resolute, synchronized and targeted implementation. In the context where the province has already developed specific growth scenarios for each quarter, sector and locality, the requirement goes beyond merely meeting targets; it must generate substantive shifts in growth quality, competitiveness and people’s livelihoods.

He called on party committees and government authorities at all levels to continue enhancing their forecasting capacity, to proactively manage with flexibility and to respond in a timely manner to fluctuations; to remain steadfast in the goal of stabilizing the macro-economy and maintaining sound management of the province’s major balances. Particular emphasis must be placed on identifying and removing “bottlenecks,” especially in the areas of land clearance, investment procedures, public investment capital disbursement and the management and use of public assets.

Regarding implementation, the Secretary of Provincial Party Committee called for the thorough internalization of the principle of “clear accountability for people, tasks, responsibilities, progress and results,” with each task tied to a specific deliverable and completion deadline. For key projects, the heads of party committees and local government authorities must personally direct and assume full responsibility.

He called for a shift in the two-tier local government apparatus from "functioning smoothly" to "operating effectively and creating value". He further stressed the need to strengthen administrative discipline and order; to uphold the responsibility of party members and cadres, especially those in leadership positions, to set a personal example, ensuring that every policy and decision, once adopted, is implemented rigorously and in a coordinated manner.
