At the conference, a representative of the Command of Military Region 1 announced a Decision of the Ministry of National Defense on the transfer and appointment of personnel. Accordingly, effective March 26, 2026, Colonel Ma Cong Hoc, Political Commissar of Thai Nguyen Province Military Command, was transferred and appointed to serve as Political Commissar of Cao Bang Province Military Command, Military Region 1; Colonel Tran Viet Nang, Political Commissar of Bac Ninh Province Military Command, was transferred and appointed to serve as Political Commissar of Thai Nguyen Province Military Command, Military Region 1.

Concurrently, Provincial Party Standing Committee of Thai Nguyen announced a Decision designating Colonel Tran Viet Nang to serve as a member of the Executive Committee, the Party Standing Committee and as Standing Deputy Secretary of the Provincial Military Party Committee of Thai Nguyen for the 2025–2030 term.

Following the announcement of the decisions, Colonel Ma Cong Hoc and Colonel Tran Viet Nang signed the handover record of duties and responsibilities of the Political Commissar of the Provincial Military Command. The handover covered key areas including: local military and defense tasks; Party affairs and political work; organizational staffing; financial, logistics and technical management; and core tasks of the provincial armed forces.

Speaking at the conference, Lieutenant General La Cong Phuong, Secretary of the Party Committee, Political Commissar of Military Region 1, acknowledged and commended the contributions of Colonel Ma Cong Hoc during his tenure as Political Commissar of Thai Nguyen Province Military Command, noting his role in leading and directing the provincial armed forces to fulfill local military and defense tasks and build an all-round strong unit alongside the collective Party Committee and Provincial Military Command. He congratulated Colonel Tran Viet Nang on being entrusted with his new assignment and called on him to continue leveraging his capabilities and experience in his new role, working alongside the collective Party Committee and Provincial Military Command to uphold Party leadership principles, foster unity and cohesion and enhance the quality of advisory support to local Party committees and authorities in carrying out local military and defense tasks.

In his acceptance remarks, Colonel Tran Viet Nang expressed gratitude for the confidence and support of the Ministry of National Defense, the Command of Military Region 1 and Thai Nguyen provincial leaders, affirming his commitment to continued self-improvement, teamwork and collective leadership alongside the Party Committee and Provincial Military Command to ensure the provincial armed forces fulfill all assigned tasks and contribute to safeguarding provincial defense and security.
