Accelerating project construction to ensure early public benefits
On the afternoon of April 16, Comrade Nong Quang Nhat, Vice Chairman of Provincial People's Committee, chaired a review conference to assess progress in implementing the National Target Programs (NTPs), comprising: the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas (EMMA); the elimination of temporary and dilapidated housing; and the program supporting investment in, renovation of and upgrading of transport infrastructure in disadvantaged and especially disadvantaged communes of Thai Nguyen province for the 2026–2030 period. In attendance were representatives from the leadership of the provincial Fatherland Front Committee, a number of provincial departments and agencies and the leadership of relevant commune-level People's Committees.
Scene of the Conference
According to a report by the Department of Ethnic and Religious Affairs, the NTP for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021–2025 period disbursed over VND 3,868,184 million, achieving 89.97% of the allocated capital plan. Total remaining capital carried over to 2026 for continued implementation amounts to more than VND 350,121 million. However, as of April 10, 2026, the disbursement rate had reached only 3.63% of the plan, falling behind requirements.
Regarding the elimination of temporary and dilapidated housing, of the 93 houses requiring repairs identified in communes and wards in the northern part of the province in 2025, 68 have been completed and 25 are currently under construction. The program to support the construction of 50 new houses for poor and near-poor households, funded by the Vietnam Bank for Agriculture and Rural Development (Agribank), has completed 40 units. The Scheme for constructing 1,000 houses using support funding from the Ministry of Public Security has completed 497 units. In addition, assistance for 29 households whose homes were damaged by natural disasters is currently being implemented; the list of 101 households whose members are children of resistance war veterans affected by chemical agents (63 households for new construction, 38 for repair) has been submitted for approval.
Delegates exchanging views at the Conference
At the Conference, delegates focused on identifying the causes behind the programs' failure to meet disbursement targets, attributing the shortfall primarily to procedural obstacles and a lack of proactiveness on the part of some localities in organizing implementation. With respect to the Transport Infrastructure Development Program for the 2026–2030 period, early-stage implementation has been hampered by the absence of specific regulations; many communes registered project lists that were not closely aligned with actual conditions, thereby affecting overall progress.

Addressing the Conference, Comrade Nong Quang Nhat, Vice Chairman of Provincial People's Committee, offered a candid assessment that the implementation pace of all programs remains very slow, particularly the NTP for Socio-Economic Development in Ethnic Minority and Mountainous Areas and that the level of engagement from certain localities has not been truly resolute. He required provincial departments, agencies and localities to urgently conduct comprehensive reviews, develop detailed progress schedules for each project and sub-project and focus on resolving obstacles — especially those relating to investment procedures, land and capital disbursement. With respect to the program to eliminate temporary and dilapidated housing, localities are to proactively mobilize and integrate resources to ensure timely progress and housing quality, while thoroughly reviewing the list of beneficiaries to prevent omissions or duplication and to guarantee fairness and policy compliance. Specifically regarding the Transport Infrastructure Development Program for the 2026–2030 period, localities are to adhere strictly to the approved content, move swiftly to develop implementation plans and select project lists that are appropriate and compliant with regulations, while strengthening coordination with provincial departments and agencies to receive guidance and resolve emerging difficulties in a timely manner. The Vice Chairman of Provincial People's Committee stressed that the pressing requirement at this stage is to accelerate construction progress, improve the efficiency of capital utilization and ensure that programs and projects are completed and put into use at the earliest opportunity, thereby allowing residents to benefit at the earliest possible time from the practical benefits of State policies.
