Chairman of the Provincial People's Committee Vuong Quoc Tuan calls for proactive, decisive action in unlocking resources
On the morning of April 16, Comrade Vuong Quoc Tuan, Member of Party Central Executive Committee, Deputy Secretary of Provincial Party Committee and Chairman of Provincial People's Committee, chaired a review meeting to assess progress in resolving difficulties and obstacles facing backlogged and long-pending projects, while also examining planning work and the progress and implementation plans for several key transport projects in the province. In attendance was Comrade Nguyen Linh, Member of the Party Standing Committee and Standing Vice Chairman of Provincial People's Committee, along with leaders of a number of provincial departments, agencies and localities.

At the meeting, delegates conducted a comprehensive assessment of planning activities, the progress of key transport projects and the results of reviews aimed at resolving difficulties and obstacles related to backlogged and long-pending projects across the province. According to reports, the Department of Construction is coordinating with relevant localities to develop and revise general urban and rural planning documents and to adjust subdivision plans in accordance with regulations, thereby creating a foundation for attracting investment and implementing socio-economic development projects.

With regard to key transport projects, relevant units have focused on the preparatory investment steps, including the CT.07 Expressway Completion and Construction Investment Project, the Ring Road I (Phase 2) Construction and Investment Project and several other priority projects. However, certain difficulties on the part of investors remain unresolved, particularly concerning feasibility study reports, environmental impact assessment reports and dossiers for converting forestland to other purposes.

Regarding projects still facing difficulties and obstacles, Thai Nguyen province currently has 170 projects encountering complications during implementation. On System 751 — the national monitoring platform through which the Government reviews and issues special mechanisms and policies to resolve difficulties — Thai Nguyen province has entered 81 projects (excluding one project whose investor voluntarily terminated operations). The remaining cases involve works falling under local jurisdiction, to be reviewed and resolved by the localities themselves. The majority of these projects received investment approval years ago, during which time the legal framework has undergone significant changes, giving rise to complications in applying regulations during implementation.

In his directive remarks, Chairman of Provincial People's Committee Vuong Quoc Tuan called on provincial departments, agencies and localities to implement synchronized measures to resolve difficulties, accelerate project timelines and ensure full compliance with legal regulations as well as alignment with actual conditions on the ground.

On planning matters, the Chairman of Provincial People's Committee directed the Department of Construction to move swiftly in coordinating with relevant localities to develop and revise subdivision plans immediately upon receiving central-level guidance documents, with a focus on key areas including Phan Dinh Phung ward, Song Cong ward and Tan Cuong commune, in order to create favorable conditions for attracting investment and implementing development projects in these areas. Concurrently, revisions to the general urban plan must provide the necessary conditions for implementing disaster prevention and mitigation projects, with an immediate priority being the resolution of rain-induced flooding in central areas. He stressed that addressing the flooding situation is a prerequisite task and therefore the Department of Construction must proactively work with communes and wards to carry out this assignment with the utmost urgency — without regard to day or night, including holidays and weekends — to ensure the established plan is completed on schedule.

Regarding key transport projects, he directed the Department of Construction and relevant units to strengthen coordination with investors, proactively resolve difficulties and obstacles and accelerate implementation to ensure both timely progress and investment effectiveness.

With respect to backlogged and long-pending projects, the Chairman of Provincial People's Committee required provincial departments, agencies and localities to continue reviewing and categorizing each project by type of obstacle, proactively advise on and propose appropriate resolution options and report in a timely manner to the competent authorities for review and settlement. He emphasized the need for agencies and units to adopt a proactive and resolute approach to unlocking resources and creating the impetus for the province's socio-economic development in the coming time.
