According to the plan, the implementation aims to thoroughly grasp and effectively organize the realization of industrial development goals and tasks in a green and modern direction; improve the responsibility of departments, sectors, localities and heads in organization and implementation; and promote the participation of the entire political system, the business community and the People in sustainable industrial development.

In 2026, the province sets a number of important goals such as: The structure of the industry-construction sector accounting for about 54.13% of GRDP; the index of industrial production increasing by 14.5% compared to 2025; 100% of active industrial parks and industrial clusters having centralized wastewater treatment systems meeting environmental standards. At the same time, the province strives to newly establish 1 industrial park and 6 industrial clusters; the export proportion of processing and manufacturing industrial products accounting for about 90% of total export value; and the labor rate in the industrial sector accounting for over 45% of total employed labor.

To achieve the above goals, the province will focus on innovating the industrial growth model in depth, shifting from growth mainly based on quantity to improving quality, technology and labor productivity; prioritizing industrial development towards a circular economy, green production, economical and effective use of resources and energy and reducing greenhouse gas emissions.

Along with that, the province continues to restructure the industrial park and industrial cluster system towards sustainable development; attracts investment into high added-value industries; promotes the development of supporting industries; strengthens linkages between domestic enterprises and FDI enterprises; and encourages enterprises to innovate technology, digitally transform and apply the achievements of the Fourth Industrial Revolution in production.

The plan also sets out many specific tasks such as building investment promotion programs, developing supporting industries, building an industry-trade database, implementing schemes to develop key industrial products and circular economy in industrial parks and supporting enterprises to innovate technology and improve competitiveness.

The Provincial People's Committee assigned the Department of Industry and Trade to preside over and coordinate with departments, sectors and localities to organize the implementation of the plan; regularly monitor, urge, synthesize implementation results and report to the Provincial People's Committee in accordance with regulations.
