According to the report of the Department of Industry and Trade on the implementation situation of the IC development Plan of Thai Nguyen province in the 2021 - 2030 period (estimated to February 28, 2026), some IC infrastructure projects still face difficulties and obstacles, especially in compensation, site clearance and completion of investment procedures. To accelerate the progress of implementing projects, the Provincial People's Committee requires related departments, boards, sectors and localities to proactively coordinate to remove difficulties, completely resolve existing issues and ensure projects are deployed on schedule. Heads of agencies and units are responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee if delays and bottlenecks occur within their management scope.

Specialized agencies of the province are assigned to strengthen urging and guiding investors to focus resources and allocate funding to complete the compensation, support and resettlement work; simultaneously carrying out all procedures regarding land, investment, environment and technical infrastructure construction, including drainage systems, centralized wastewater treatment and environmental protection works at ICs.

The Department of Finance is tasked with promoting investment promotion and attracting secondary investment projects to the industrial clusters in accordance with the sectors approved by competent authorities; priority will be given to projects applying advanced, modern and high technologies that are environmentally friendly, produce low emissions and use less fossil fuel. The Department of Agriculture and Environment will strengthen inspections of compliance with environmental protection laws at production facilities within the industrial clusters, focusing on discharge activities, waste treatment and the installation and operation of automatic environmental monitoring systems. The Department of Industry and Trade is required to urgently urge, guide and process dossiers related to adjustments of establishment decisions and extensions of project implementation schedules for industrial clusters in accordance with regulations.

For ICs invested by the state budget such as Vang Muoi, Nam Bang Lung and Huyen Tung, the units assigned to manage, operate and conduct infrastructure business will continue reviewing and improving their functions and responsibilities to ensure effective management and prevent state budget losses.

Accelerating the progress of IC infrastructure construction will contribute to attracting investment and creating jobs for local workers. People's Committees of communes and wards having ICs in their areas preside over and coordinate with the Provincial Land Fund Development Center and investors to agree on detailed plans for implementing compensation, support and resettlement work for each project, ensuring deployment progress. At the same time, they must strengthen propaganda, mobilize people to agree with the policy of implementing projects; strictly manage the current land status and strictly handle cases violating laws on land and construction, especially acts of taking advantage of policies to profiteer from compensation.
