According to the Plan, the fundraising campaign will be rolled out broadly across government agencies, units, enterprises and all strata of the People both within and outside the province, promoting the humanitarian tradition of “love for others as for oneself”. The fund will be used to assist people suffering from serious illnesses, individuals in difficult circumstances and victims of accidents, natural disasters and catastrophes; while also contributing to livelihood support, home repair, gift-giving, free meals, humanitarian medical services and other social welfare activities. The target groups for mobilization include: cadres, civil servants, public employees and workers in agencies, units and the armed forces, with a minimum contribution of one day’s salary; workers in enterprises with a minimum contribution of one day’s income; and households participating on a voluntary basis, according to their means. Organizations and individuals contributing VND 5 million or more will be recognized with the “Golden Heart” commendation of the Provincial Red Cross Society.

Contributions may be made flexibly, either by bank transfer or in cash and donors may also contribute directly to specific humanitarian addresses through the Provincial Red Cross Society’s coordination network. The campaign runs on an ongoing basis, with the peak period from April 1 to May 31, 2026, coinciding with activities held during the “Humanitarian Month”.
