In recent times, in tandem with the restructuring of the organizational apparatus and the adjustment of administrative boundaries, the grassroots healthcare system across the province has undergone many positive changes and has been progressively consolidated and made more effective. The role of commune and ward health stations continues to be affirmed as the frontline of primary healthcare, occupying a pivotal position in disease prevention, medical examination and treatment and community health management.

However, practice has also presented many difficulties and challenges, particularly in mountainous, remote and isolated areas where transport conditions remain limited, management areas are extensive, health human resources are insufficient and infrastructure is not uniform. The workload at the commune level is growing steadily, requiring health workers to simultaneously discharge multiple responsibilities, from medical examination and treatment and preventive medicine to the implementation of target programs on population, immunization and food safety.

In implementation of the province's directives, the Department of Health proactively advised the Provincial People's Committee to issue and roll out Plan to second doctors for the 2026 - 2030 period, with the goal that from April 1, 2026, each health station will have a minimum of 4 doctors. On that basis, the Department has built a specific plan, clearly assigning responsibilities to each unit, ensuring the seconding, receiving and arranging of seconded doctors are carried out synchronously, strictly and in accordance with regulations.

Comrade Nong Quang Nhat, Vice Chairman of the Provincial People's Committee, emphasizing that seconding doctors to the grassroots has an important, strategic significance, directly contributing to improving the quality of medical examination, treatment and primary healthcare for the People

Speaking at the Program, Vice Chairman of the Provincial People's Committee Nong Quang Nhat emphasized: Health stations are the medical level closest to the people, the first "gateway" of the healthcare system. Strengthening and ensuring a sufficient quantity and quality of doctors at health stations is a task of important, strategic significance, directly contributing to improving the quality of medical examination, treatment and primary healthcare for the People.

He requested the seconded doctors to fully realize that this is both a political task and an opportunity to train and mature from grassroots reality; uphold the sense of responsibility, maintain medical ethics and be dedicated to serving the People; and strictly comply with legal regulations, professional rules and technical processes in medical examination and treatment. At the same time, they are required to proactively adapt to working conditions at the grassroots, promote professional capacity and actively improve the quality of medical services; and strengthen guidance, training and technical transfer, contributing to improving the qualifications of the grassroots medical staff, aiming to build a strong and sustainable grassroots healthcare system.

For units seconding doctors, he requested them to continue to pay attention to, monitor, support professionally and create favorable conditions for doctors to effectively complete their tasks; and proactively arrange and arrange replacement personnel, ensuring the unit's activities are not interrupted. Receiving localities and units need to arrange suitable work, ensuring working conditions, facilities and places for eating, living and daily life so that doctors can feel secure in their work and promote professional efficiency.

The Department of Health is assigned to continue monitoring, urging and inspecting the deployment; and timely advise the Provincial People's Committee to remove difficulties and obstacles, ensuring the plan to second doctors is implemented effectively and according to the set goals.
