At the Conference, Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, reported on the results of the Second Plenum of the 14th Party Central Executive Committee. The plenum is of particularly great significance, continuing to concretize the core contents following the 14th National Congress and laying the foundation for the synchronized, effective and efficient operation of the political system throughout the entire term.

Accordingly, during the working sessions from March 23 to 25, 2026, under the chairmanship of General Secretary To Lam, the Party Central Executive Committee unanimously adopted the Working Regulations of the 14th Party Central Executive Committee, Politburo and Secretariat, on the basis of strict compliance with the Party Charter and the principles of Party organization and activities. The Regulations clearly delineate the authority and responsibilities of each collective and individual leader, while emphasizing the role and accountability of heads of organizations, ensuring that all decisions are made within proper authority, transparently and effectively. The Plenum also established the full-term Work Program with the focus on concretizing the Resolution of the 14th National Congress, concentrating on implementing key tasks and strategic breakthroughs. In addition, the Party Central Executive Committee reviewed and adopted important regulations on the implementation of the Party Charter; Party inspection, supervision and discipline in a more rigorous and synchronized manner, incorporating many new elements consistent with practical realities; and considered and decided on certain matters within its authority.

Furthermore, the Secretary of the Provincial Party Committee briefed key provincial officials on the essential and core content of several other important Central-level guidance documents pertaining to Party building, political system development and socio-economic development.

The timely organization of the dissemination and implementation of new Central-level documents is of utmost importance, contributing to raising the awareness and sense of responsibility of Party cadres and members, particularly key officials throughout the province. This fosters a high degree of unity in thought and action, ensuring that the Party's orientations and policies are implemented in a synchronized, effective manner closely aligned with local realities. At the same time, it provides an important foundation for Thai Nguyen to translate these documents into appropriate action programs and plans; to promote the role and accountability of organizational heads; to strengthen administrative discipline and order in the exercise of public duties; and to contribute to the successful achievement of socio-economic development goals and the building of a clean and strong Party and political system in the new era.
