Thai Nguyen continues to effectively implement the two-tier local government model
On February 2, Chairman of the Provincial People’s Committee Vuong Quoc Tuan signed Official Letter No. 1091/UBND-NC on continuing the effective implementation of the two-tier local government model in the province.

Accordingly, the Chairman of the Provincial People’s Committee requested heads of departments, boards and sectors, as well as chairmen of People’s Committees of communes and wards, to focus on thoroughly grasping and strictly implementing conclusions and directives of the Central Government, the Government, the Prime Minister, the Provincial Party Committee and the Provincial People’s Committee; proactively review tasks within their management scope to ensure the smooth, effective and efficient operation of the administrative apparatus. At the same time, agencies and localities are required to continue reviewing tasks related to the Election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026-2031 term, ensuring full preparation of conditions and compliance with regulations and timelines.
Departments, agencies and localities are requested to accelerate administrative reform; review and simplify internal procedures; standardize workflows; strengthen the application of information technology and digital transformation in dossier processing and administrative procedure settlement; and continue digitizing records and documents to serve the operation of the two-tier local government model. In parallel, agencies are to develop and implement training and capacity-building programs for cadres, civil servants and public employees in line with job position requirements and effectively implement the province’s 2026 training and retraining plan.

The Provincial People’s Committee assigned the Department of Agriculture and Environment to organize the implementation of agricultural extension tasks in accordance with regulations, ensuring the provision of essential public services to residents and businesses. The Office of the Provincial People’s Committee was assigned to take the lead in advising on reviewing and simplifying work-processing procedures, improving the quality of services for residents and enterprises. The Department of Science and Technology was tasked with leading advisory work on implementing science, technology, innovation and digital transformation tasks, with a focus on completing digital infrastructure, digital platforms and databases to serve management, administration and public service delivery.
Chairmen of People's Committees of communes and wards are responsible for regularly reviewing and assessing the quality of cadres, civil servants and public employees; identifying appropriate training and retraining needs; and ensuring that 100% of commune-level cadres, civil servants and public employees receive professional and technical training. Localities are also required to implement agricultural extension tasks in accordance with regulations and based on actual conditions, consider establishing commune-level project management boards within their authority to carry out project management, compensation, site clearance and related tasks.

Heads of departments, boards and sectors and chairmen of People’s Committees of communes and wards shall be responsible for the serious implementation of the above contents; promptly handling issues within their authority and reporting to the Provincial People’s Committee for consideration and direction in cases beyond their competence. The Department of Home Affairs was assigned to take the lead in monitoring, urging and summarizing implementation results and to report periodically or extraordinarily to the Provincial People’s Committee in accordance with regulations.
