Provincial leaders inspect land clearance progress at Yen Binh 2 and Phu Binh industrial parks
On the morning of June 6, Comrade Duong Van Luong, Vice Chairman of the Provincial People's Committee, conducted an on-site inspection of the compensation, support, and resettlement progress for the Yen Binh 2 Industrial Park Infrastructure Construction and Business Investment Project in Pho Yen Ward and Phu Binh Industrial Park in Phu Binh Commune. Accompanying him were leaders of the Office of the Provincial People's Committee and local authorities.

Yen Binh 2 IP Project covers a total land area of 299.07 ha, of which 149.52 ha falls within Pho Yen Ward, affecting 783 households. According to the Ward People's Committee's report, for the 149.52 ha area, the locality has to date disbursed compensation and support payments for site clearance to 257 households totaling over VND 322.3 billion, covering 67.23 ha. Asset inventories for affected households are being actively carried out; 107 out of 110 graves have received relocation support payments.

Structures and assets on land demolished for site handover to investors

For the priority area of 44.1 ha (of which 33.3 ha falls within Pho Yen Ward), asset enumeration, compensation disbursement, and site clearance have been completed for 28 ha; compensation and support payments have been made to 97 out of 104 households. Many households have demolished auxiliary structures and handed over their sites to support the Project's construction. In the priority area of 15 ha (of which 9.32 ha falls within Pho Yen Ward), approval, disbursement, and site handover for agricultural land have been completed; most households have received compensation payments for assets on the land and demolished their structures.

Phu Binh IP covers a total area of 675 ha, of which Phase 1 in Phu Binh Commune covers 11.7 ha, affecting 141 households. The relevant agencies have completed asset enumeration for all households within the land acquisition area; four rounds of compensation, support, and resettlement plans have been approved for 130 households, totaling over VND 70.6 billion. Of this, over VND 61.2 billion has been disbursed to 127 households. Households that have received compensation payments are moving swiftly to demolish their houses, structures, and relocate their assets. Resettlement arrangements have been made in a timely manner; 18 eligible households and individuals have been allocated resettlement plots, receiving 41 plots with a total area of approximately 0.48 ha. The competent authority has approved resettlement plans for 14 households, covering 30 plots with a total area of 0.43 ha. Phu Binh Commune is currently coordinating with Zone IV Land Development Center to complete the required documentation and procedures so as to hand over the site to the project developer at the earliest opportunity.

However, a number of difficulties remain in the implementation of these projects, including: some households have not yet agreed to the compensation and support plans; inheritance division procedures have not been completed; discrepancies in land area conversion and compensation land prices remain unresolved; and resettlement arrangements have not yet fully met the needs of households whose residential land is being acquired. These factors are affecting the progress of site handover to the project developers.

Following the on-site inspection, Comrade Duong Van Luong, Vice Chairman of the Provincial People's Committee, emphasized that Yen Binh 2 IP and Phu Binh IP are key projects of significant importance in attracting investment, developing industry, and driving the province's economic growth. As such, local authorities must continue to focus intensively on site clearance, mobilizing the entire political system, and stepping up communications and advocacy efforts so that residents understand, support, and comply with the Party and State's policies. In addition, they must closely coordinate with provincial departments, agencies, units, and project developers to swiftly review and resolve related difficulties and obstacles; accelerate the construction of resettlement areas to ensure conditions for residents to stabilize their lives at the earliest opportunity. In cases where residents persist in non-compliance after being fully informed and persuaded through outreach, and having their lawful entitlements fully settled, the prescribed procedural steps must be taken. Local police forces must proactively monitor ground conditions, maintain a constant presence in the area, and closely coordinate with local authorities to ensure public order and security throughout the implementation of site clearance work.
