Intensifying efforts to accelerate infrastructure construction at Yen Binh 2, Yen Binh 3 and Thuong Dinh Industrial Parks
On the morning of June 10, a working delegation of the Standing Board of the Provincial Party Committee, led by Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Bui Van Luong, conducted inspections and monitoring of compensation, support and resettlement progress for the infrastructure construction and business investment project at Yen Binh 2, Yen Binh 3 and Thuong Dinh Industrial Parks (IPs) and the resettlement areas serving the project. Also attending were leaders of several Party-building commissions of the Provincial Party Committee, the Party Committee of the Office of the Provincial People's Committee, and a number of departments and agencies.

According to the report, Yen Binh 2 IP, Yen Binh 3 IP and Thuong Dinh IP cover a total area of over 700 hectares. To date, most of the agricultural land within the project areas has been inventoried and counted, with compensation and land clearance now under way. Of these, Yen Binh 2 IP covers a land use area of 299.07 hectares; inventories have been conducted for 1,050 households; compensation payments and land handovers have been completed for over 170 hectares; 169 households have relocated; and 250 graves have been moved. Priority Area No. 1 has been fully handed over as required.

For Yen Binh 3 IP, compensation plans covering over 77 hectares have been approved, with payments made and land handed over for more than 65.53 hectares. Thuong Dinh IP covers over 128 hectares following adjustment, affecting approximately 650 households, of which 205 must be relocated and 149 graves need to be moved.

In parallel with land clearance for the IPs, resettlement projects (including the An Chau Residential and Resettlement Area; Nga My Residential and Resettlement Area No. 1; Thuong Dinh Resettlement Area; and Hong Tien Concentrated Resettlement Area) are also being focused on by local authorities for land clearance and technical infrastructure investment.

Most residents have agreed to hand over land for the projects

The provincial Land Fund Development Center and local authorities are continuing to conduct inventories, asset counts and compensation and resettlement planning. Most affected households have agreed with the State's policies and cooperated in handing over land for project implementation.

However, the process continues to face many difficulties. Some resettlement areas have not yet completed infrastructure, leaving no land available for resettlement allocation; some households have not agreed to asset inventories on their land, affecting land clearance progress. In addition, the cleared areas consist mainly of scattered, non-contiguous agricultural land, making it difficult to hand over to investors and organize construction. On-site fill materials for infrastructure construction are also in limited supply.

Local authorities and relevant units are intensifying public communication and mobilization efforts to secure residents' agreement to hand over land, while concentrating resources to accelerate infrastructure construction at the resettlement areas as planned.

Following on-site inspections and working sessions with units and localities, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Bui Van Luong acknowledged and highly commended the sense of responsibility and proactive approach of local authorities and units in carrying out their assigned tasks. He emphasized that these are projects of major importance for expanding the province's industrial development space, attracting investment and achieving the province's growth targets. As such, localities and units must clearly define their responsibilities, focus intensively and act more resolutely in directing and managing operations; strengthen inspection and supervision to ensure legal compliance; and promptly address difficulties and obstacles arising during implementation.

He assigned specific tasks to units and localities with clear deadlines, and called for accelerated progress on infrastructure and resettlement projects to create favorable conditions for secondary investors to commence their projects at the earliest opportunity, especially high-tech projects with high added value, helping to generate new momentum for the province's socio-economic development.
