Implementing the Law on Local Government Organization, the 15th Thai Nguyen Province People's Council for the 2026-2031 term today convenes the Third Session (Special Session) to consider and decide on matters within its statutory authority.
On behalf of the Presidium of the Session, I warmly welcome and extend to the provincial leaders, deputies of the Provincial People's Council, delegates attending the Session, and all voters and people in the province my best wishes for good health, happiness, and success. In the first five months of 2026, under the comprehensive leadership and direction of the Provincial Party Executive Committee, the Provincial Party Standing Committee, and the Standing Board of the Provincial Party Committee - led directly by the Secretary of the Provincial Party Committee - together with the decisive administration of the Provincial People's Committee and the active participation of the entire political system, the business community, and the people of all ethnic groups across Thai Nguyen Province, the province's socio-economic situation has continued to yield many positive and comprehensive results across all sectors.
Industrial production continued to maintain a high growth rate, with the Index of Industrial Production up by more than 19% compared to the same period, marking the highest increase in the past five years. Export, trade, and service activities developed positively; total import-export turnover reached over USD 24.2 billion; total retail sales of goods and service revenue increased by nearly 19% compared to the same period. State budget revenue was estimated at over VND 12,000 billion, ensuring progress against the annual budget plan. The business investment environment continued to improve, with investment attraction efforts yielding notable results; in particular, foreign direct investment continued to grow strongly, with the province leading the nation in the opening months of the year, affirming its standing and appeal to both domestic and foreign investors. Agriculture, culture, education, healthcare, science and technology, and digital transformation continued to record many positive developments; tourism grew vibrantly; social security was maintained; and national defense and security were upheld.
In particular, a one-year preliminary review of the implementation of administrative unit restructuring and operation of the two-tier local government model has shown that the apparatus is progressively stabilizing, functioning smoothly, and improving in effectiveness; the sense of responsibility and quality of service to the people and businesses are steadily improving, laying an important foundation for the province to continue innovating its governance methods and developing in the new phase. The results achieved serve as an important prerequisite for the province to continue successfully accomplishing the targets and tasks for socio-economic development in 2026 and in subsequent years.
However, the tasks ahead are demanding. The entire province is currently devoting full attention to the vigorous and coordinated implementation of socio-economic development solutions, striving to fully achieve the targets of GRDP growth exceeding 11% and the highest possible fulfillment of the socio-economic development indicators set for 2026, thereby laying an important foundation for the province to achieve double-digit growth throughout the term and in subsequent years.
In this context, continuing to refine mechanisms and policies; addressing bottlenecks and constraints to development; unlocking and making efficient use of resources; and improving the effectiveness and efficiency of state management are urgent requirements placed on the entire political system. It is for this reason that, just over a month after the most recent special session, the Provincial People's Council convenes the Third Session (Special Session). This reflects the Provincial People's Council's proactive, responsible, and politically resolute stance in standing alongside the Provincial People's Committee and the entire political system, promptly considering and deciding on issues arising from practical realities; accelerating the institutionalization of the Party's policies and the State's regulations into concrete mechanisms and policies for implementing the province's key tasks; and ensuring that no important decisions with a direct bearing on the pace of local socio-economic development are delayed.

Based on legal provisions, practical requirements, and the submissions presented by the Provincial People's Committee, at this Session the Provincial People's Council will consider, discuss, and decide on 18 proposals and draft resolutions, along with the review reports from the Provincial People's Council Committees. The items submitted to this Session center on issues of major significance to the province's development, including: completing mechanisms and policies to support production and business development, business support, and ensuring social security; deciding on matters related to resource allocation, budgeting, public investment, and the implementation of national target programs; issuing policies in the areas of culture, healthcare, and education; considering matters relating to land, environmental protection, climate change adaptation; and many other important issues to meet the province's development requirements in the new phase.
In particular, at this Session the Provincial People's Council will conduct personnel procedures to elect the Vice Chairman of the Provincial People's Committee for the 2026-2031 term. This is a matter of utmost importance, aimed at promptly completing the leadership structure of the Provincial People's Committee, ensuring stability and continuity, and enhancing the effectiveness and efficiency of leadership, direction, and administration in meeting the task requirements of the new phase.
Dear delegates!
Although the available time is limited - just this afternoon - the workload is substantial, with many items having a direct bearing on socio-economic development and the people's livelihoods, as well as on the leadership, direction, and perfection of the Provincial People's Council's apparatus. On behalf of the Provincial People's Council, I therefore respectfully call on all delegates - especially the Provincial People's Council deputies - to engage in discussion and provide specific, substantive opinions with a strong sense of responsibility, in the eyes of the people and in keeping with the direction of the Party committees, so as to fully accomplish all the items on the agenda, including the critically important matter of electing the Vice Chairman of the Provincial People's Committee.
In that spirit, I respectfully declare open the Third Session (Special Session) of the 15th Thai Nguyen Province People's Council for the 2026-2031 term.
