The Da Phuc Port Industrial Cluster No. 3 infrastructure construction and business investment project, located in Trung Thanh Ward, covers 19.6 hectares. In 2009, Thai Nguyen Provincial People's Committee assigned International Consultant and Technology Transfer Joint Stock Company (ICT T., JSC) as the project's investor, with the aim of developing infrastructure, subleasing land with attached infrastructure, and providing services to businesses operating in the industrial cluster. To date, Da Phuc Port Industrial Cluster No. 3 has attracted 26 secondary investors. The industrial-land occupancy rate has reached 88.4% under the plan; however, the implementation process still faces several limitations and obstacles.

The Provincial Inspectorate conducted an inspection of compliance with policies and laws during implementation of the Da Phuc Port Industrial Cluster No. 3 infrastructure construction and business investment project. According to Inspection Conclusion No. 72/KL-TTr dated November 26, 2025 of the Provincial Inspectorate, the project has several outstanding issues requiring remediation. In May 2026, the Department of Industry and Trade reviewed the legal records and conditions for establishing Da Phuc Port Industrial Cluster No. 3. International Consultant and Technology Transfer Joint Stock Company has fulfilled its financial obligations and is taking remedial measures. Departments, sectors, and localities continue to provide guidance and urge completion of the records needed to fully resolve the outstanding issues, providing a basis for Thai Nguyen Provincial People's Committee to consider establishing the industrial cluster in accordance with regulations.

Following the field inspection, Comrade Vuong Quoc Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of Thai Nguyen Provincial People's Committee, directed departments, sectors, localities, and the investor to focus fully, clearly define their responsibilities, and resolve all outstanding issues without further delay. He directed Trung Thanh Ward People's Committee to swiftly complete the detailed-plan adjustment within its authority by August 30, 2026, ensuring compliance with procedures and regulations as a basis for subsequent project procedures. He also requested that the investor complete requirements relating to technical infrastructure, environmental protection, fire prevention and fighting, and related matters in accordance with regulations.

The Chairman of Thai Nguyen Provincial People's Committee issued an ultimatum: all outstanding issues and obstacles related to the project must be fully resolved by November 30, 2026. Otherwise, the industrial cluster will have to close. He directed relevant agencies and units to proactively coordinate their work effectively, avoiding repeated handling of the same matter and impacts on the production and business operations of enterprises active in the industrial cluster.

Regarding businesses operating in the industrial cluster, he assigned the Department of Agriculture and Environment to coordinate with the Department of Industry and Trade in advising on a policy to terminate certain environmentally polluting projects, not only at Da Phuc Port Industrial Cluster No. 3 but across the province. They should also review the nature of each enterprise's operations and its compliance with environmental regulations, then propose appropriate measures in accordance with the law.

He stressed that the shortcomings identified through the inspection must be remedied swiftly and must not be allowed to persist. During the resolution process, the responsibilities of state-management agencies, localities, and the investor must be clarified, while necessary measures must be taken to ensure requirements concerning land management, construction, environmental protection, fire prevention and fighting, and production and business operations.

The guiding spirit is to work alongside one another to remove obstacles, but tasks, responsibilities, deadlines, and final resolution must be clear. The Chairman of Thai Nguyen Provincial People's Committee directed departments, sectors, Trung Thanh Ward, and the investor not to allow the obstacles to persist, thereby bringing substantive improvements to post-inspection remediation.
