In recent times, the province's administrative reform work has continued to achieve many positive results. In 2025, the Administrative Reform (AR) Index and the Satisfaction Index for the services of state administrative agencies both ranked 6th out of 34 provinces and cities. The Index for Directing, Administering, and the Quality of Service to People and Businesses in Handling Administrative Procedures (AP) and Public Services has consistently ranked among the top 5 leading localities.

The province has implemented the receipt and return of results for 100% of AP regardless of administrative boundaries; the rate of applications processed on time reached 99.93%, and the rate of resident satisfaction in handling AP reached 99.21%. The “24-Hour Green Channel” and “60% Green Channel” solutions continue to be implemented, helping to shorten processing times and improve the investment and business environment.

The “100 Days of Digitization, Data Cleansing, and Data Standardization” Campaign has achieved clear results. As of August 10, the whole province had created and updated more than 117,600 electronic records, of which nearly 105,000 records had been updated with electronic documents and materials. Notably, all 113 out of 113 agencies, organizations, and units completed 100% of the targets for updating documents and materials and creating electronic records for the 2023-2025 period.

In the field of land, the whole province has approximately 3.9 million land plots that need data cleansing and enrichment. To date, 58.3% of the plots have been processed to meet the “accurate - complete - clean - live” criteria; the remainder continues to be a focus for completion.

At the conference, delegates discussed and evaluated the results, shared good practices in carrying out their tasks, and discussed solutions to remove difficulties, improve the quality of handling AP, and speed up the completion of the land database.

Provincial People's Committee Chairman Vuong Quoc Tuan delivers directive remarks

In his directive remarks, Provincial People's Committee Chairman Vuong Quoc Tuan acknowledged and highly appreciated the results achieved in AR, digitization, data cleansing and standardization, and completion of the land database in recent times. He emphasized that these results demonstrate the province's proactive, resolute, creative spirit and its swift, early adaptability in carrying out new and difficult tasks with high requirements for progress and quality. He also commended the departments, sectors, and localities that have carried out their tasks well, criticized localities that have not met requirements, and requested immediate corrective action to avoid delays and ensure that the set timelines are met.

Regarding upcoming tasks, he emphasized that the time remaining in 2026 is limited, so localities and units must focus intensively on carrying out their tasks. After completing the digitization of documents, from now until September 30, efforts must focus on arranging documents and standardizing input data, ensuring that data is “accurate - complete - clean - live - interconnected”.

The Chairman of the Provincial People's Committee emphasized that Thai Nguyen has set the goal of striving to be among the Top 5 leading localities in AR in 2026 - this is a “political mandate” that must be carried out by all departments, sectors, units, and localities. He assigned the Department of Home Affairs to advise the Provincial People's Committee, before August 25, on issuing a document for coordinated implementation across the whole province, while also encouraging agencies and units with good initiatives and practices to have them replicated.

The Chairman of the Provincial People's Committee noted that AR directly affects socio-economic development results, and therefore there must be a strong shift toward a mindset of handling work within minimum timeframes, strictly controlling the progress and quality of each task; continuing to review and arrange the workforce to suit the two-tier local government model; and proactively filling vacant positions in accordance with regulations to ensure human resources meet task requirements. Departments, sectors, and localities should strengthen coordination and mutual support so that bottlenecks in human resources, technology, and data do not slow down overall progress.

Emphasizing the requirements for the remaining months of the year, the Chairman of the Provincial People's Committee requested that the entire political system continue to promote a spirit of determination, resolve, initiative, and creativity, regarding the results achieved in the first six months of the year as a driving force to create new momentum for successfully completing the tasks of 2026, especially the goals for administrative reform, digital transformation, and improving the quality of service to people and businesses.
