Thai Nguyen promulgates policies to attract and support medical human resource development for the 2026-2030 period
At the Eleventh Session of the 14th Provincial People’s Council of Thai Nguyen province, delegates voted to adopt the Resolution on stipulating policies to attract and support the development of medical human resources in the province for the 2026–2030 period. This Resolution is considered an important legal basis for Thai Nguyen province to strengthen the attraction, training and development of high-quality medical human resources, thereby improving the quality of medical services and the effectiveness of healthcare for the people.

The Regulation consists of 5 chapters and 14 articles, specifying policies on attracting human resources; supporting the training and further development of high-quality human resources and support policies for officials currently working at health stations of communes and wards.
The subjects of application include public non-business units under the Department of Health; commune and ward health stations; medical doctors and pharmacists with university, postgraduate and specialist qualifications; full-time students majoring in medicine and pharmacy; resident doctors during their training period; health sector officials; and other relevant agencies, organizations and individuals.

Regarding the policy to attract human resources, for public service units under the Department of Health, the highest support level is VND 700 million/person for Doctors of Medicine; VND 650 million/person for Doctors of Pharmacy. Level II Specialist Doctors receive VND 450 million/person; Level II Specialist Pharmacists and Resident Doctors receive VND 300 million/person; Masters of Medicine, Level I Specialist Doctors and Level I Specialist Pharmacists majoring in pharmacology - clinical pharmacy receive VND 200 million/person. General practitioners graduating with distinction receive VND 100 million/person; graduating with good grades and having a practicing certificate receive VND 80 million/person.
For health stations of communes and wards, Masters of Medicine, Level I Specialist Doctors and Level I Specialist Pharmacists majoring in pharmacology - clinical pharmacy receive VND 250 million/person. Particularly, the support level for doctors is designed flexibly according to qualifications and working areas. In which, doctors working in communes and wards belonging to Area III receive the highest support, up to VND 150 million/person for cases graduating with distinction. Additionally, doctors who already have a practicing certificate receive an additional VND 50 million/person.
Regarding the policy to support training and fostering, the Resolution prescribes a one-time support after obtaining a graduation degree (excluding tuition and living expenses). Specifically, doctoral training in medicine receives VND 350 million/person, doctoral training in pharmacy receives VND 300 million/person; training for Level II Specialist Doctors and Pharmacists receives VND 200 million/person; training for Masters of Medicine, Level I Specialist Doctors and Level I Specialist Pharmacists majoring in pharmacology - clinical pharmacy receives VND 100 million/person. Besides, the province supports tuition fees according to regulations of training institutions for university doctors and pharmacists; physician assistants and nursing bachelors studying to upgrade to doctors; and medical public employees sent for professional, management and skill fostering. Learners also receive living expense support of VND 2 million/month according to actual time, not exceeding 10 months in a school year.

The Resolution also prescribes support levels for public employees currently working at health stations of communes and wards. Specifically, for communes and wards belonging to Area I, the support level is VND 4 million/person/month; Area II is VND 5 million/person/month; Area III is VND 6 million/person/month; for communes and wards not belonging to the above areas, the support level is VND 3 million/person/month. The maximum support duration is 60 months and not beyond December 31, 2030.
The promulgation of the Resolution aims to concretize the guidelines and orientations of the Party and State, the Provincial Party Committee, People's Council and People's Committee of Thai Nguyen province regarding developing high-quality human resources, meeting requirements for rapid and sustainable socio-economic development of the province in the new period; building synchronous and feasible mechanisms and policies, creating a favorable environment to attract, employ, train, foster and effectively promote high-quality human resources in the Health sector; creating motivation to encourage and improve capacity, qualifications and the spirit of dedication of the contingent of medical civil servants and public employees, contributing to retaining and promoting the intellect and experience of the existing human resources, serving the province's socio-economic development process
