Implementing the two-tier local government model, 19 communes and 1 town belonging to Phu Binh district (former) were arranged into 5 communes including (Phu Binh, Diem Thuy, Kha Son, Tan Thanh, Tan Khanh). The total natural area of the 5 communes is 241.4 km², with a population of 178,801 people. After the arrangement, the Party committees and administrations of the communes quickly stabilized the organizational apparatus, promoted the Party's leadership role and the State's management effectiveness and focused on implementing political tasks and socio-economic development.

According to the report at the Conference, the localities basically completed and exceeded many socio-economic development targets. Political and ideological education work was attended to; Party committees admitted 287 new party members; Party inspection, supervision and discipline enforcement were strengthened. Budget revenue of the 5 communes reached VND 1,292 billion; the trade-service sector continued to grow with 318 enterprises, cooperatives and 6,881 active business households. 113 key projects are being implemented in the area, contributing to improving infrastructure and gradually changing the urban and rural appearance. The socio-cultural field saw many positive changes; social security was ensured, people's lives were gradually improved and the poverty rate decreased to 1.39%. Administrative reform and digital transformation were pushed; from July 1, 2025, to present, the communes have received and processed 39,157 dossiers. Along with that, education and healthcare remained stable; national defense and security were maintained and social order and safety were ensured.

In addition to the achieved results, the localities also frankly pointed out some difficulties such as: Large area, large population, heavy workload while staffing remains limited; the quality of the cadre contingent is uneven; facilities are still scattered; some regimes and policies for cadres after the arrangement still face obstacles; transport infrastructure is not synchronous, some roads have degraded and the system connecting industrial parks with main traffic axes has not been completely invested in; compensation and site clearance work remains difficult, affecting project implementation progress and public investment capital disbursement.

Based on the opinions and recommendations, Secretary of the Provincial Party Committee Trinh Xuan Truong directly clarified many contents; at the same time, he assigned departments and sectors to directly analyze and work with localities to review, remove obstacles and clear resources for development.

Speaking at the Conference, the comrades from the Standing Board of the Provincial Party Committee all agreed that: Phu Binh, Diem Thuy, Kha Son, Tan Thanh and Tan Khanh are localities with much potential and advantages, especially in attracting investment. Therefore, it is necessary to identify economic development as a key task; review targets, push for improvement of the investment environment and create favorable conditions for production and business enterprises, contributing to promoting sustainable growth.

Delivering concluding and directing remarks, Secretary of the Provincial Party Committee Trinh Xuan Truong emphasized: To achieve sustainable development goals, first of all, it is necessary to build a truly decisive, synchronous and effective political system. Decisiveness must be demonstrated from leadership and direction to implementation organization, from the province to the grassroots, from the collective to each cadre and party member and be concretized by action, progress and clear results.

From that perspective, he requested that right from the early months of 2026, the pivotal year for implementing the Resolution of the Party Congress at all levels, localities need to highly focus on leading and directing the implementation of socio-economic development tasks; focus on key indicators such as economic growth, budget revenue, GRDP per capita, public investment disbursement and poverty reduction. He also emphasized the key role of Party building work; required Party Committees of localities to continue innovating leadership thinking, improving analysis and forecasting capacity and proactively seizing opportunities to promote development. In addition, it is necessary to proactively link with neighboring localities to expand the common development space of the whole region, creating development breakthroughs and contributing to the general development of the province. In the immediate future, localities need to focus on organizing well the Election of deputies to the 16^th National Assembly and People's Councils at all levels for the 2026 - 2031 term, ensuring democracy, lawfulness and safety so that the election day truly becomes a festival of the entire people.
