Removing capital bottlenecks, accelerating progress of resettlement areas serving industrial parks
On the afternoon of August 11, Comrade Vuong Quoc Tuan, Member of the Party Central Executive Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, chaired a conference to review the progress in implementing resettlement areas serving site clearance for industrial parks across the province.

The province is currently investing in the construction of 12 industrial park projects. To serve site clearance work, the entire province is implementing 30 resettlement projects with a total investment of VND 12,831 billion.

At the conference, delegates focused on assessing implementation progress and the difficulties in allocating and balancing capital, while proposing options for mobilizing lawful capital sources, securing the resources needed to implement the resettlement areas, and meeting the site clearance requirements for industrial parks.

Delivering directive remarks at the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that, in order to accelerate the pace of investment in industrial parks, the progress of site clearance, including resettlement areas, must first be ensured. Each project must have its tasks, workload, and timeline clearly defined, providing a basis for residents to understand the roadmap, reach consensus, and hand over the site promptly.
The Chairman of the Provincial People's Committee directed departments, sectors, and localities to swiftly review each resettlement project and clearly identify the workload completed, the work remaining, and the capital needs for site clearance and infrastructure investment. On that basis, an approach for handling each project is to be agreed upon, ensuring resources and implementation progress.
Regarding resource mobilization, he assigned the Department of Finance to act as the focal point to study a coordination plan among industrial park infrastructure investors, resettlement area investors, and credit institutions, while ensuring compliance with legal regulations. In particular, it is necessary to clarify the feasibility of enterprises advancing capital and extending loans to support localities in carrying out site clearance and infrastructure investment; and to clearly define the timing of the loans, the loan term, the responsibilities of the parties, and the method of managing, using, and repaying the capital. The plan must ensure the principles of regulatory compliance, transparency, and feasibility, must be capable of immediate implementation for projects currently in need of resources, and must also be studied for application to resettlement areas serving industrial park projects in the coming time.
He assigned Vice Chairman of the Provincial People's Committee Tran Van Hau to personally direct and work with industrial park infrastructure investors in need of site clearance; and to reach agreement on the policy for advancing capital and extending loans to implement the resettlement areas, creating a reserve of site-cleared land to attract secondary investors. The Department of Finance is to coordinate with relevant units to swiftly carry out the assigned tasks and finalize the plan before August 20, 2026, so that the Provincial People's Committee can report to the Provincial Party Standing Committee for review and comment, to serve as the basis for the next steps.
