According to the plan, the Program is organized regularly on the Saturday morning of the first week of every month, starting from March 2026 (except for holidays and Tet). The expected venue is at the Headquarters of the Delegation of National Assembly Deputies - People's Council - People's Committee of the province or locations suitable for the theme of each session. Participants in the Program include provincial leaders; representatives of related departments, boards and sectors; business associations; typical enterprises and entrepreneurs; strategic investors, experts, scientists and representatives of press agencies.
The program is implemented with the goal of building a friendly, open government accompanying enterprises; simultaneously creating a mechanism for direct and substantive contact and exchange between provincial leaders and the business community, entrepreneurs, experts and scientists. Through this, the province timely grasps difficulties and obstacles in the production and business process; and receives proposals and initiatives to perfect mechanisms and policies, promoting socio-economic development.
One of the key contents of the Program is the publicization and transparency of information related to receiving and resolving administrative procedures serving the investment, production and business activities of enterprises. This is also a forum for state management agencies and enterprises to identify "bottlenecks" in practice, thereby proposing appropriate reform solutions, improving administration efficiency and supporting enterprises.

Themes will be determined flexibly according to practical requirements and key areas in each period.
The program is organized in the form of direct exchange in a friendly space, combined with a light tea break, encouraging open, frank and constructive discussion. At each session, provincial leaders and leaders of related departments, boards and sectors will directly listen, exchange and answer the opinions and recommendations of enterprises and entrepreneurs. Contents needing further clarification will be synthesized, processed and answered in writing after the program to ensure timeliness and compliance with regulations.
