Urban embellishment and ensuring urban order and environmental sanitation for Binh Ngo Lunar New Year 2026
In order to ensure urban landscape, environment and urban order to serve the people in welcoming the Gregorian New Year and the Binh Ngo Lunar New Year 2026 in a safe, healthy and joyful manner, on January 16, Comrade Nguyen Linh, Vice Chairman of the Provincial People’s Committee, signed and issued Plan No. 13/KH-UBND on urban embellishment, ensuring urban order and environmental sanitation and organizing cultural and sports activities during the Binh Ngo Lunar New Year 2026.

According to the Plan, the province will focus on strengthening state management of urban order and environmental sanitation, embellishing and improving the quality of urban space, with emphasis on the provincial central areas. The objective is to build an urban environment that is bright, green, clean and beautiful, civilized and safe, well meeting the needs of daily life, recreation, shopping and travel of residents and visitors during the Tet holiday; at the same time proactively preventing, controlling and minimizing sources of environmental pollution arising from residential, commercial, service and construction activities.

The Provincial People’s Committee requires departments, sectors and localities to synchronously and promptly implement assigned tasks, strengthen coordination and prevent waste accumulation and environmental pollution; ensure waste collection, transportation and treatment in accordance with regulations; increase collection frequency and organize 24/7 duty arrangements during peak days. Inspection, supervision and handling of violations will be intensified, focusing on hotspots such as construction sites, Tet markets and areas hosting large public events.

In ensuring urban order and aesthetics, departments, sectors and People’s Committees of wards and communes shall strictly implement Directive No. 09/CT-UBND of the Chairman of the Provincial People’s Committee on strengthening management and embellishment of sidewalks and roadways. Localities will launch peak campaigns to clear violations involving encroachment on sidewalks and roadways; thoroughly handle street vending and the illegal stockpiling of construction materials and waste in key areas and on main streets.

Urban embellishment of sidewalks and roadways will be further promoted. The Department of Construction is tasked with directing the acceleration of infrastructure projects, promptly restoring sites of completed works; strengthening inspection and repair of public lighting systems and decorative lights, ensuring stable operation along major roads and in central areas. Wards and communes will focus on inspecting and replacing broken pavement tiles, repainting road markings, removing obstacles and illegal signage; organizing flag displays, banners and the installation of floral arrangements and greenery at public areas, squares and intersections, creating a cheerful and festive atmosphere for Tet.

At the same time, the province will organize a province-wide environmental sanitation campaign, with emphasis on central wards, residential areas, recreational zones and tourist sites. Agencies, units, households and residential groups are encouraged to embellish and decorate building facades; maintain regular sanitation of streets and alleys; and organize periodic general clean-ups every Saturday. Construction works affecting urban aesthetics, traffic safety and environmental sanitation must suspend construction and restore sites in accordance with prescribed timelines to serve the people during Tet.

The Plan also specifies the organization of cultural and sports activities celebrating the Party and Spring Binh Ngo 2026 in line with the province’s overall plan, including festivals, mass sports activities and the launch of the “Tet Tree-Planting Festival in eternal gratitude to President Ho Chi Minh” in Spring Binh Ngo 2026. Priority will be given to scattered tree planting in residential areas, schools, hospitals, industrial parks, urban areas and along transport routes, contributing to landscape improvement, environmental protection and the development of green living spaces.

Localities will organize Tet markets, flower markets and flower and ornamental plant sales points in accordance with regulations on location and timing, ensuring urban order, traffic safety, fire prevention and environmental sanitation; and strengthening inspection and timely handling of arising violations.

The Provincial People’s Committee assigns the Provincial Police to take the lead in ensuring traffic safety, security and order and fire prevention and fighting; intensifying patrols, traffic regulation and control of hotspots during the Tet holiday. The Department of Health is assigned to take charge of food safety assurance, strengthen inspections at Tet markets, food business establishments and catering services; promptly handle violations and prevent food poisoning incidents.

The Provincial People’s Committee requires departments, agencies, units and People’s Committees of wards and communes to seriously implement the Plan. During implementation, any difficulties or obstacles shall be promptly reported to the Provincial People’s Committee (via the Department of Construction) for consideration and resolution, contributing to ensuring that the people welcome the Binh Ngo Lunar New Year 2026 in an urban space that is bright, green, clean, beautiful, safe and civilized.
