With advantages in transport infrastructure, trade, services, and human resources, the 8 communes and wards play an important role in the province's socio-economic development. Along with urban infrastructure being invested in step by step, numerous major projects have been and are being implemented, enabling this area to leverage its central role, increase its spillover effects, and drive socio-economic development.
In the first 9 months of 2026, the communes and wards largely implemented socio-economic development tasks according to plan, achieving numerous positive results. Total budget revenue reached VND 3,167 billion; trade and service activities continued to develop, with nearly 4,300 enterprises and cooperatives and over 18,000 business households. Cultural and social sectors received attention; social welfare policies were implemented promptly, and the poverty rate fell to 0.72%. Education and healthcare were maintained, helping improve human resource quality and healthcare for the people. Administrative reform and digital transformation continued to be accelerated; the Public Administrative Service Centers of the 8 communes and wards received and processed 102,486 administrative procedure dossiers. National defense and security were maintained, and social order and safety were guaranteed.
Along with socio-economic development, Party and political system building work received focus. The localities completed the reorganization of hamlets, residential groups, and public schools in their areas. Political and ideological education continued to be renewed; during the 9-month period, the localities admitted 1,057 new Party members and established 4 Party organizations in non-state enterprises. Inspection, supervision, and Party discipline enforcement were strengthened; activities of the Fatherland Front and socio-political organizations continued to be carried out effectively.
Delegates participating in discussions at the Conference
The achievements continued to affirm the important role of the central area in economic development, ensuring social welfare, and improving the effectiveness and efficiency of the political system. However, in light of development demands in the new period, the localities need to focus on reviewing and identifying limitations and bottlenecks, especially in implementing public investment projects, land management, construction order, urban development, technical infrastructure, and public spaces. These were also the issues candidly pointed out by the localities at the Conference, serving as a basis to propose solutions to overcome difficulties and bring about positive changes going forward.

Comrade Nguyen The Manh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requests that communes and wards report staff shortages so that the Provincial People's Committee may consider mobilizing and reinforcing personnel from departments and sectors to the grassroots to meet work requirements
Comrade Bui Van Luong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, requests that communes and wards focus on implementing budget revenue enhancement solutions, accelerating site clearance, and generating clean land funds for land use right auctions, helping increase immediate revenues and build resources for sustainable development in the years ahead
Secretary of the Provincial Party Committee Trinh Xuan Truong directs localities to leverage their role as the province's central area, uphold a sense of responsibility, be determined to take the lead in executing tasks, create spillover effects, and guide and drive other localities to develop together, helping create growth momentum for the entire province
Delivering directive remarks, Comrade Trinh Xuan Truong, Member of the Party Central Executive Committee and Secretary of the Provincial Party Committee, emphasized that the central communes and wards need to leverage their advantages, uphold a sense of responsibility, take the lead in executing tasks, create spillover effects, and guide other localities to develop together, helping generate growth momentum for the entire province.
He requested that the Party Committee of the Provincial People's Committee direct a comprehensive review of the 2026 socio-economic development targets, and directed 100% of communes and wards to use the targets assigned by the Provincial People's Committee as the basis for assessing progress, identifying specific tasks and solutions, and striving to achieve the set goals at the highest level. At the same time, they must proactively formulate the 2027 plan, ensuring continuity and consistency in leadership, direction, and administration.
Regarding bottlenecks in planning, the environment, urban flooding, and technical infrastructure, he emphasized that although anti-flooding solutions have initially proved effective, a comprehensive review of the drainage system must continue to clearly identify areas with remaining shortcomings in order to establish fundamental, long-term handling plans. He assigned the Department of Construction to submit a comprehensive report in October 2026 on anti-flooding plans in conjunction with urban refurbishment, and to review the transport system, public lighting, and essential infrastructure items to enhance the quality of urban spaces.
Regarding socio-economic development tasks, the localities are to focus on growth targets, raising production value, accelerating public investment disbursement, increasing budget revenues, effectively carrying out poverty reduction work, and ensuring social welfare. Along with that, they must continue to promote administrative reform, tighten discipline and order, enhance the effectiveness and efficiency of state management, and strengthen inter-regional connectivity in planning, investment attraction, and economic development.
Emphasizing the roles and responsibilities of Party committees and their heads, Secretary of the Provincial Party Committee Trinh Xuan Truong requested that Party committee secretaries truly set an example, take the lead, firmly grasp their work, understand their tasks clearly, and take ultimate responsibility for their assigned areas. Commune and ward Party committee secretaries must directly lead, direct, and assume responsibility for compensation, support, resettlement, and site clearance work, proactively coordinating with departments and sectors to resolve difficulties and preventing prolonged obstacles from affecting project progress. The localities need to leverage the advantages of the central area, overcome shortcomings, make distinct progress in the final months of the year, stay determined to fulfill 2026 tasks, and lay the foundation and momentum for development in the years ahead.
