Thai Nguyen ranks 6th nationwide in Satisfaction Index and Administrative Reform Index in 2025
According to the announcement by the Ministry of Home Affairs on the Satisfaction Index of Public Administration Services (SIPAS) and the Public Administration Reform Index (PAR Index) in 2025, Thai Nguyen province ranked 6th out of 34 provinces and cities in both indices.
Specifically, the SIPAS of the province in 2025 reached 84.64%, 1.55% higher than the national average (the national average is 83.09%). In which, the satisfaction level regarding the formulation and implementation organization of policies reached 84.56%; the satisfaction level regarding the provision of public administrative services reached 84.76%.

Regarding the PAR Index, the province achieved 92.54 points, 2.58 points higher than the national average (the national average is 89.96 points). Many fields achieved high results such as: Directing and administering administrative reform reached 9.25/9.5 points; institutional reform reached 8.54/9 points; administrative procedure reform reached 11.92/12 points; reforming the state administrative organizational apparatus reached 9.84/10.5 points; public service regime reform reached 13.38/14.5 points; public financial reform reached 11.26/12 points; building and developing e-government and digital government reached 14.03/16 points; and the impact of administrative reform on socio-economic development reached 14.32/16.5 points.

The above results show the drastic nature of direction and administration, as well as the synchronous involvement of all levels, sectors and localities in implementing administrative reform and improving service quality for people and enterprises, especially in the context of deploying the two-tier local government model.
According to the announced ranking, leading both SIPAS and PAR Index in 2025 is Hai Phong, followed by Quang Ninh and Dong Nai.
