Continuing to accompany and address difficulties and obstacles for Vietnam National Coal and Mineral Industries Holding Corporation Limited
On the morning of May 14, Comrade Nguyen Thi Loan, Member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Committee (PPC), chaired a meeting aimed at resolving difficulties and obstacles related to the production and business activities of Vietnam National Coal and Mineral Industries Holding Corporation Limited (TKV). Attending the meeting were Mr. Phan Xuan Thuy, Deputy General Director of TKV, along with representatives of departments, sectors, localities, and member units of the Corporation.
Scene of the meeting
Currently, TKV has 11 member units operating in Thai Nguyen province, mainly in the fields of mineral exploitation, processing, and construction material production. During their operation, the units have always received timely attention and support from provincial leaders, departments, sectors, and local authorities. However, the Corporation still faces a number of difficulties and obstacles and has submitted to the Provincial People’s Committee and relevant departments and sectors a proposal to resolve 6 groups of issues encompassing 16 specific tasks.
From October 2025 to the present, functional agencies of the province have coordinated to completely resolve 7 important tasks, including: supplementing land use planning in support of mining operations; adjusting the investment policy of a project in Cao Ngan commune; supporting resource exploration and development; issuing certificates of confirmation for coal recovery from by-products; and reclassifying areas of protection forest and special-use forest that overlap with the boundary of the Cho Dien lead-zinc mine...

At the meeting, TKV continued to propose that the Provincial People’s Committee direct the resolution of several matters related to compensation and resettlement support work; the issuance of certificates of registration for the recovery and use of waste rock as backfill material; the supplementation of mineral land use planning; and the exploration and development of lead, zinc, and tin resources at several mine areas.

Speaking at the meeting, Vice Chairwoman of the Provincial People’s Committee Nguyen Thi Loan requested that agencies and units enhance their sense of responsibility, proactively coordinate, and promptly remove difficulties, thereby creating favorable conditions for TKV’s units to operate effectively. She noted that the Thai Nguyen Province Master Plan has been published and many of TKV’s recommended contents have been updated and supplemented. The province is currently implementing commune-level general planning; therefore, units are required to coordinate closely to ensure synchronization and consistency among the plans.
Regarding procedures related to minerals, after receiving guidance from central agencies, the Provincial People’s Committee will direct departments and sectors to implement in accordance with regulations. Regarding compensation and site clearance work, she directed the Land Fund Development Center to coordinate with Quyet Thang commune and move swiftly to complete the asset declaration, compensation, and site clearance process in order to proceed with the next steps.
The Vice Chairwoman of the Provincial People’s Committee emphasized that, based on the cooperation contents signed between Thai Nguyen province and TKV, departments, sectors, and localities must continue to provide sustained support and proactively resolve arising difficulties, contributing to improving the production and business efficiency of the Corporation, thereby making positive contributions to the socio-economic development of the province.
