Song Cong II Industrial Park Phase 2 Infrastructure Construction and Business Investment Project, with a total area of 296.24 hectares, is developed by Viglacera Thai Nguyen Joint Stock Company as the investor. To date, Zone 2, covering 120.7 hectares, has largely completed compensation, land clearance and handover to the investor. For Zone 1, covering 175.52 hectares, functional agencies are currently conducting asset inventories, approving compensation plans and reviewing resettlement arrangements for affected households.

The resettlement areas for the Project, covering 36.86 hectares and the cemetery area, covering 5.1 hectares, are currently undergoing compensation, land clearance and infrastructure construction. However, implementation has encountered difficulties due to policy and regulatory obstacles, as well as incomplete relocation of certain graves.

According to the plan of the Provincial Land Fund Development Center, the target is to hand over 63 hectares of priority land in May 2026, continue to hand over 75 hectares in June 2026 and complete the remaining area by September 2026.

At the inspection, delegates focused on discussing solutions to overcome difficulties and accelerate infrastructure construction in the resettlement areas, as well as mobilizing residents' consensus on the resettlement arrangements, grave relocation and the prompt completion of procedures related to compensation, support and resettlement.

In his directive remarks, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Bui Van Luong commended the strong sense of responsibility and active coordination demonstrated by departments, agencies, localities and the investor in implementing the Project. He requested the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to assign units to continue focusing on resolving difficulties and accelerating land clearance, the construction of resettlement areas and the relocation of the cemetery, ensuring strict adherence to the correct sequence of procedures, administrative requirements and regulations, as well as the legitimate rights of residents; all implementation activities must strictly ensure occupational health and safety. The Provincial Land Fund Development Center shall coordinate with relevant units to concentrate on compensation and land clearance, with the goal of being able to hand over resettlement land to residents by June. The investor shall mobilize maximum resources and funding for compensation payments, accelerate infrastructure construction and bring the Project into operation at the earliest opportunity, thereby contributing to industrial development and investment attraction in the province. He also assigned the Office of the Provincial Party Committee and the Party Committee of the Provincial Party Committee’s Inspection Commission to monitor units throughout the implementation of tasks in accordance with the inspection conclusions.
