Strengthening forest management and protection at Ba Be National Park
On March 24, Comrade Nguyen Thi Loan, Vice Chairwoman of the Provincial People's Committee, signed and issued Plan No. 114/KH-UBND on strengthening forest management and protection at Ba Be National Park, with the aim of proactively preventing acts of encroachment on forest resources, protecting the ecosystem and biodiversity and contributing to the sustainable development of ecotourism.

The Plan has been formulated on the basis of implementing the Law on Forestry and the resolutions and directives of the Government and the Party Secretariat on strengthening forest management, protection and development. The primary objective is to enhance the effectiveness of state management, promote the role of all levels of government, sectors, local authorities and resident communities in forest protection and prevent the emergence of hotspots of illegal deforestation and unlawful forest exploitation.
Accordingly, the province requires the synchronized implementation of measures, with particular emphasis on intensifying the dissemination of forestry law to residents living in and around forest areas; strengthening patrols, inspections and surveillance to ensure timely detection and strict handling of violations such as deforestation, encroachment on forest land, illegal logging, transportation of forest products and hunting of wildlife.
The management of forest areas and forestry land will be tightened through the review and demarcation of boundaries, installation of boundary markers and periodic updating of forest status. In addition, inspections of legal compliance by organizations and individuals operating in the core and buffer zones of Ba Be National Park will be intensified.
In addition, the province pays particular attention to nature conservation and biodiversity protection through the implementation of programs and projects for ecosystem restoration, conservation of rare genetic resources and strict control of illegal hunting and trading of forest wildlife. Scientific research and forest resource monitoring activities will also be strengthened.

With regard to forest fire prevention and suppression, relevant units are required to review and supplement fire response plans to reflect actual conditions; strengthen their forces and prepare adequate equipment and supplies; and intensify patrols during the dry season to ensure timely detection and handling of fire outbreaks from the moment they occur.
The Plan also sets out solutions for forest development linked to sustainable livelihoods for local communities, encouraging community participation in forest protection through forest contract models, payment for forest environmental services and development of economic activities under forest canopies. The formulation of sustainable forest management plans and the promotion of ecotourism development will be accelerated to ensure the rational exploitation of potential and to reduce pressure on forest resources.

With regard to implementation arrangements, Ba Be National Park Management Board is assigned as the lead agency in executing the plan, coordinating with forest rangers, police forces and local authorities to organize forest patrols and inspections. The Department of Agriculture and Environment directs the forest ranger force to strengthen technical support, conduct inspections and monitor implementation. The People's Committees of relevant communes are responsible for coordinating and conclusively addressing violations, in particular cases of forest land encroachment.
The Plan applies to the entire area of Ba Be National Park and the buffer zone communes of Ba Be, Dong Phuc, Nam Cuong and Cho Ra. Relevant units are required to comply with periodic reporting obligations and proactively mobilize resources to ensure the effective implementation of the tasks set out for 2026 and subsequent years.
