The plan was issued to synchronously and effectively organize the implementation of Scheme No. 11-DA/TU of the Provincial Party Executive Committee and the plans of the Provincial Party Committee and the Party Committee of the Provincial People's Committee; simultaneously assigning specific tasks to departments, sectors and localities to mobilize, integrate and effectively use resources, creating a foundation for realizing trade and service development goals for the 2026 - 2030 period.

According to the set goals, in 2026, total retail sales of goods and consumer service revenue in the province strive to increase by an average of 18.5% compared to 2025; the export value of goods will increase by 12% or more, in which local exports will increase by about 9%. The trade and service sector continues to make an important contribution so that the proportion of the service sector reaches 31.73% in the province's GRDP structure.

The province also sets the goal for e-commerce sales to account for 20% or more of the total retail sales of goods and consumer service revenue; simultaneously reviewing and upgrading the rural and mountainous market system; and attracting large corporations to invest in building an ecosystem of commercial centers, event organization areas and general services.

In addition, the province researches and develops night-time economic spaces and night streets with the identity of "Tea land night connecting essences" at cultural, political and tourism centers, contributing to creating new tourism-service products and promoting consumption.

To achieve the above goals, the Provincial People's Committee proposed many key solution groups such as: Strengthening direction and administration work; promoting the role of enterprises, cooperatives and professional associations; improving the effectiveness of state management of trade and services; and developing commercial infrastructure, logistics and modern distribution systems.

Along with that, the province promotes the application of science and technology, digital transformation and e-commerce development; supports enterprises to put typical products and OCOP products on e-commerce platforms; and promotes cashless payment and the application of new technologies such as artificial intelligence, big data and traceability in commercial activities.

The Provincial People's Committee assigned departments, boards, sectors and People's Committees of localities, based on their assigned functions and tasks, to organize the implementation of the Plan's contents; periodically report results to synthesize, evaluate and timely remove difficulties and obstacles during the implementation process.
