Overview of the Conference

Currently, Thai Nguyen University is one of 5 two-tier university models in Vietnam with the largest student scale in the country with over 115,000 students, evaluated to be the higher education institution fulfilling its responsibility to the region best in the country by 2025.

With the position as one of the 3 regional universities of the whole country, Thai Nguyen University always identifies its mission as the "nucleus" for training high-quality human resources and the "intellectual bank" of the Northern midland and mountainous region. For Thai Nguyen province in particular, more than 40% of Thai Nguyen University's students are children of the province and this very force is becoming the core contingent of doctors, engineers, teachers and technical cadres, contributing directly to the locality's development.

At the working session, Assoc. Prof. Dr. Hoang Van Hung, Deputy Secretary of the Party Committee and Director of Thai Nguyen University affirmed that the development of Thai Nguyen University is always closely linked to the development of Thai Nguyen province in many aspects, from the training environment, human resource development and scientific research to the socio-economic development strategies of the locality.

In order to continue coordinating closely and comprehensively with Thai Nguyen province and simultaneously promote the role of Thai Nguyen University in the coming time, on behalf of the unit, Assoc. Prof. Dr. Hoang Van Hung proposed that the province consider Thai Nguyen University an inseparable "organic part" in the locality's development planning, supporting the unit to implement planning in accordance with the general planning of the province; drastically direct departments and sectors to completely remove bottlenecks regarding site clearance at the central area and perform well the state management of land and urban affairs in areas implementing projects of Thai Nguyen University; and have coordination regulations between the province and Thai Nguyen University. Besides, he also wished the Provincial Party Committee to soon issue a thematic Resolution on developing Thai Nguyen University to create a solid legal corridor for strategic goals; the province assigns tasks and places orders for training cadres, civil servants and public employees and assigns tasks to implement the province's science, technology, innovation and digital transformation development programs.

After hearing the reports on difficulties and obstacles along with the recommendations of Thai Nguyen University and its member schools, provincial departments and sectors frankly exchanged views and proposed solutions to remove difficulties for the unit in each field: Site clearance, planning and infrastructure development; scientific research and technology transfer and international cooperation; training and fostering... At the Conference, delegates also contributed opinions on the draft Cooperation Agreement between Thai Nguyen Province Party Standing Committee and Thai Nguyen University for the 2026 - 2030 period.

Speaking at the Conference, Comrade Vuong Quoc Tuan, Member of the Central Party Executive Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee affirmed that Thai Nguyen University is an outstanding competitive advantage factor of Thai Nguyen province compared to other localities to break through and rise. Therefore, the province determines to create favorable conditions not only for Thai Nguyen University but also for its member universities to develop.

The Chairman of the Provincial People's Committee evaluated that the implementation of projects of Thai Nguyen University in recent times has seen great efforts from Thai Nguyen University and related units in removing difficulties and obstacles, but it has not been completely resolved. Based on the recommendations of Thai Nguyen University and the exchange of opinions of departments and sectors at the Conference, the Chairman of the Provincial People's Committee directed many contents. In which, regarding planning obstacles, he requested Thai Nguyen University to coordinate with the Department of Construction and Ward People's Committees to carefully review zoning and urban planning associated with the general overall planning of the province, to be completed before April 10, 2026; on that basis, the authorities will review and arrange the development space of Thai Nguyen University. Regarding site clearance obstacles in implementing projects of Thai Nguyen University, wards are responsible for coordinating with Thai Nguyen University in arranging resettlement land funds for site clearance projects, strengthening the State management of land and urban affairs and strictly handling cases of illegal construction and improper land use.

Before meeting with the leaders of Thai Nguyen University, the Working Delegation conducted field inspections at some points with difficulties and obstacles regarding land in implementing projects of Thai Nguyen University.
