At the meeting, delegates focused on discussing the draft Decision of the Provincial People’s Committee on regulations identifying areas where investors of housing construction projects must build houses for sale, lease-purchase, or lease and areas where land-use rights may be transferred in the form of subdivided land plots for sale so that individuals can build houses themselves in Thai Nguyen Province.

According to the proposal of the specialized agency, in addition to ward areas of grade-II and grade-III urban centers as stipulated in Clause 5, Article 5 of the 2023 Housing Law, urban areas of grade III located in communes within the province that have frontage along main urban roads with a minimum road width of 26 meters or more will require investors of housing construction projects to build houses for sale, lease-purchase or lease. For areas that are not wards of grade-II or grade-III urban centers; projects not subject to land-use rights auction for investment in housing construction projects; and other areas not falling under these provisions, investors of housing construction projects are allowed to transfer land-use rights with completed technical infrastructure in the form of subdivided land plots for sale so that individuals can build houses themselves in accordance with regulations of the law on real estate business, land and housing.

In addition, delegates also provided opinions on the draft Resolution of the Provincial People’s Council stipulating criteria for deciding the implementation of bidding to select investors for urban area and rural residential area projects in the province. The resolution sets out criteria for determining the organization of bidding to select investors for land-use projects, including urban area projects with mixed functions and synchronized technical and social infrastructure associated with housing for new construction or urban renovation and upgrading; and rural residential areas as stipulated in Point a, Clause 1, Article 126 of the 2024 Land Law.

During the discussion, delegates clarified the basis for urban classification and relevant legal regulations to ensure that the contents of the decision of the Provincial People’s Committee are consistent with legal provisions. They also discussed the principles of application and criteria for deciding the implementation of bidding to select investors for urban area and rural residential area projects.

Speaking at the meeting, Comrade Nguyen Linh, Member of the Party Standing Committee and Vice Chairman of the Provincial People's Committee, acknowledged the contributions of the delegates and assigned the Department of Construction to incorporate the opinions in order to finalize the draft in accordance with legal regulations. According to the plan, the draft Decision of the Provincial People’s Committee is expected to be submitted for issuance on March 20, while the draft Resolution of the Provincial People’s Council will be submitted at the upcoming session.
