Implementing Resolution No. 202/2025/QH15 dated June 12, 2025 of the 15th National Assembly on arranging provincial administrative units and Decision No. 308-QD/TW dated June 18, 2025 of the Politburo on establishing Thai Nguyen Province Party Committee; accordingly, from July 1, 2025, Thai Nguyen province is established on the basis of consolidating Thai Nguyen province with Bac Kan province; the province has 92 communal administrative units with a total natural area of over 8,370 km² and a population of nearly 1.8 million people; the Provincial Party Committee has 138,858 Party members.
Economic growth of Thai Nguyen province averaged 7.35%/year, in which the industry - construction sector increased by 7.4%/year; the service sector and product taxes minus product subsidies increased by 8.6%/year; the agriculture, forestry and fishery sector increased by 3.5%/year. Economic growth of Bac Kan province averaged 6.58%/year; in which industry - construction increased by 8.9%/year; the service sector and product taxes minus product subsidies increased by 7.1%/year; agriculture, forestry and fishery increased by 3.9%/year. The economic structure shifted in a positive direction. The proportion of the non-agricultural sector of Thai Nguyen increased from 88.5% in 2020 to 90.4% in 2025; the proportion of agriculture, forestry and fishery decreased from 11.5% to 9.5%. For Bac Kan, the proportion of the non-agriculture, forestry and fishery sector increased from 69.3% to 73.8%, and the agriculture, forestry and fishery sector decreased from 30.7% to 26.2%.
The economic scale and production capacity of both provinces have expanded. By 2025, the gross regional domestic product (GRDP) in Thai Nguyen province reached about VND 182 trillion, 1.6 times higher than that of 2020; GRDP per capita in 2025 reached VND 132 million/person, 1.5 times higher than that of 2020 (VND 88.7 million). In Bac Kan province, GRDP in 2025 reached VND 20.85 trillion (1.6 times higher than that of 2020); GRDP per capita in 2025 reached VND 62.7 million, 1.52 times higher than that of 2020 (VND 41.1 million).
In the 2021 - 2025 period, the industrial production value of Thai Nguyen province (at 2010 comparative prices) increased by an average of 8%/year; the scale in 2025 reached VND 1.133 quadrillion, leading the Northern Midlands and Mountains region. In Bac Kan province, the industrial production value increased by an average of 10.9%/year, the scale reached VND 2.2 trillion. The economic sector with foreign direct investment (FDI) played a leading role: the industrial production value of the FDI sector in Thai Nguyen in 2025 was estimated at VND 1.04 quadrillion (accounting for about 92% of the total value); the domestic economic sector reached VND 89 trillion (accounting for 8%). Bac Kan province has attracted a number of FDI projects into industrial parks and clusters, contributing to industrial value growth. The construction material industry is developed towards energy saving, environmental friendliness, and high-tech application. The construction industry ensures design and construction capacity for key projects, meeting the socio-economic development requirements of the province and neighboring regions.
Agriculture, forestry and fishery production of both provinces has strongly shifted toward commodity-oriented development, improving product quality and branding. During the 2021–2025 period, the agricultural, forestry, and fishery production value of Thai Nguyen province increased by an average of 3.8% per year, with the average product value per hectare of cultivated land reaching VND 135 million; Bac Kan province recorded an average annual increase of 4.5%. By 2025, Thai Nguyen had 330 OCOP products rated from 3 to 5 stars (2.75 times higher than the project’s planned target, including 6 products rated 5 stars); Bac Kan had 245 OCOP products rated 3 stars or higher (including 4 products rated 5 stars). The value of tea plants and tea products has continued to rise, with many branded products that demonstrate high economic efficiency and strong competitiveness in the market.
The trade and service sector recovered quickly after the Covid-19 pandemic. Total retail sales of goods and consumer service revenue in Thai Nguyen reached VND 92.24 trillion (an average increase of 20.2%/year) and Bac Kan reached VND 12 trillion (an increase of 16.6%/year). Commercial infrastructure has been planned and heavily invested in: By 2025, Thai Nguyen has 140 markets and 04 shopping centers; Bac Kan has 65 markets and 01 shopping center. Export value continues to increase: Thai Nguyen is consistently among the top 5 localities nationwide in terms of export value. In the 2021–2025 period, the export value of Thai Nguyen increased by an average of 4.5%/year; Bac Kan increased by an average of 38.7%/year.
The higher education institution system in the area is developed diversely with many types of schools, training levels and professions, actively contributing to creating human resources and development goals of the the province.
Social policies are directed and implemented fully and promptly by the Party committees and authorities of two provinces, mobilizing resources from society and the community together with the state to better care for the material and spiritual life of people with meritorious services to the revolution and policy beneficiaries; effectively implementing the National Target Program on Sustainable Poverty Reduction, social insurance, and health insurance policies; housing policies and caring for the material and spiritual life of workers in industrial zones and clusters. Poverty reduction policies are implemented synchronously; the poverty rate has decreased rapidly, much lower than the national average. It is expected that by the end of 2025, the average annual poverty reduction rate in Thai Nguyen province will decrease by 1.15%, and Bac Kan by 2.47%, achieving the targets set by the Resolution.
The healthcare network continues to be consolidated and improved towards leanness and efficiency; ensuring that all people have access to quality primary health care services; 100% of communes in two provinces meet the National Criteria for Health. To date, Thai Nguyen province has 626 private medical practice establishments and over 1,400 private pharmaceutical business establishments; Bac Kan province has 185 private medical establishments and 268 private pharmaceutical business establishments.
Two provinces have focused on leading and directing the development and consolidation of the people’s defense posture and the all-people national defense posture in close association with a firm people’s security posture, especially in key areas and in cyberspace, ensuring readiness to respond to any arising situation.
In the 2021–2025 period, Thai Nguyen welcomed about 15 million tourist arrivals, with tourism revenue reaching over VND 13 trillion; Bac Kan welcomed 3.6 million visitors, with revenue of VND 2.64 trillion. Accommodation infrastructure and tourism services have been strengthened: Thai Nguyen currently has 542 tourist accommodation establishments, 42 travel agencies, with 8,000 employees working in tourism; Bac Kan has 244 accommodation establishments, 05 travel agencies and 1,500 tourism workers. Two provinces focus on promoting the potential of resort and eco-tourism associated with history, culture and spirituality; attracting large tourism infrastructure projects in tourist areas: Nui Coc Lake, the eastern slope of Tam Dao, Ba Be Lake, ATK Dinh Hoa special national historical site, ATK Cho Don, ... Many large-scale projects (such as the 5-star Nui Coc Lake resort, Glory golf course, Tan Thai golf course) are expected to be completed and put into operation in 2025, contributing effectively to economic development.
