Inspection of public service performance and administrative reform for 2025 in Binh Yen Commune
On November 21, the 2025 Provincial Inspection Delegation for Public Service and Administrative Reform of Thai Nguyen province, led by Comrade Nguyen Trong Tai, Deputy Director of the Department of Home Affairs and Deputy Head of the Inspection Delegation, conducted an inspection of public service and administrative reform (AR) in Binh Yen commune.

Accordingly, the Delegation inspected the content and implementation of tasks related to public service performance and AR, such as: directives and implementation documents; compliance with administrative discipline and order; the handling of administrative procedures (AP); citizen reception and the resolution of petitions, feedback and recommendations from individuals and organizations under its management authority; and clerical and archival work....
Through the inspection, the Delegation acknowledged the results achieved by the locality. The AR work has received the attention and direction of the Party committee, government and all levels. The quality of the implementation of the single-window and interconnected single-window mechanisms has been improved, facilitating organizations and individuals in their transactions. The organizational structuring of agencies and units has been carried out in accordance with regulations and is appropriate for their functions and duties. The work of building a digital government and digital transformation has achieved many important results. From July 1, 2025 to November 10, 2025, the commune received 3,505 applications, including 3,075 online and 430 in-person. 3,434 applications have been processed, 71 are in progress and there are no overdue applications. Of the 19 tasks assigned by the Provincial People's Committee and its Chairman, 7 have been completed and 12 are in progress and on schedule (these are regular, long-term tasks). The officials, civil servants and public employees have demonstrated a high sense of awareness, responsibility and discipline in the performance of their public duties.

The Inspection Delegation also pointed out some shortcomings and limitations in the implementation process, such as: the Commune People's Committee had issued a Plan for inspecting public service and AR but had not yet carried out any inspections; it has not yet assigned a cadre with clerical and archival qualifications to perform tasks according to their expertise; it has not yet publicly posted information on the commune's website or at the commune headquarters regarding mass mobilization and democracy; and some procedure files were incomplete… The Delegation also reminded and rectified the shortcomings and limitations, while also providing professional and operational guidance to overcome the noted issues.

Speaking at the inspection session, Comrade Nguyen Trong Tai, Deputy Director of the Department of Home Affairs and Deputy Head of the Inspection Delegation, requested the leadership of Binh Yen Commune People's Committee to review the shortcomings and limitations pointed out by the Delegation in order to promptly rectify them. He also advised them to contact the provincial departments and agencies in writing if they still encounter obstacles in the implementation of their professional duties. He also noted that the commune needs to prioritize the inspection and supervision work of the Party to better perform its duties, contributing to improving the effectiveness and efficiency of state management in the locality in the coming time.
