Strengthening the exploitation, connectivity and operation of the Provincial Surveillance Camera System
On March 25, 2026, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Loan signed and issued Official Document No. 2888/UBND-KGVX on strengthening the exploitation, connectivity and operation of the surveillance camera system across the province.

Accordingly, the exploitation and operation of surveillance cameras covers the premises of People's Committees, Public Administrative Service Centers and public areas across communes and wards. The Chairman of the Provincial People's Committee has issued the following directives:

The Provincial Public Administrative Service Center and commune- and ward-level People's Committees are required to maintain the stable operation of the surveillance camera system at their working premises, Public Administrative Service Centers and public areas under their management. One hundred percent of camera data must be connected to the Digital Citizen application (C-Thai Nguyen) in accordance with regulations, ensuring continuous and uninterrupted system operation with clear imagery; this must be completed before March 28, 2026 and results reported to the Provincial People's Committee through the Department of Science and Technology. For locations not yet connected or experiencing disconnection, immediate inspection must be carried out to identify causes and resolve the issues definitively. A review of the camera system must ensure coverage angles encompass the entire administrative procedures reception area and the overall working premises of commune-level People's Committee offices.

Units must regularly monitor and control image quality and connection status through the C-Thai Nguyen application. Upon detecting technical incidents or unstable signals, units shall proactively coordinate with the Department of Science and Technology and relevant agencies to resolve issues definitively and ensure uninterrupted data transmission.

Periodic maintenance and upkeep shall be carried out; damaged equipment must be replaced in a timely manner to prevent any interruption in data integration and sharing with the province's centralized management system.

Regularly monitoring image quality and connection status through the C-Thai Nguyen application to better serve State management

The Department of Science and Technology is assigned to take the lead in managing technical infrastructure, ensuring smooth and information-secure operation of the province-wide camera system.

The Department shall direct service providers and relevant units to provide technical support to the Provincial Public Administrative Service Center and commune- and ward-level People's Committees in integrating cameras into the C-Thai Nguyen application and resolving arising technical issues. It shall also assist and guide localities on data management procedures, data updating and backup processes in accordance with applicable regulations. Furthermore, the Department shall monitor and supervise the connectivity progress of all units, compile a summary report on implementation results - categorizing units as having completed connectivity, not yet completed connectivity, or experiencing unstable connectivity - and submit this report to the Provincial People's Committee for consideration and direction in accordance with regulations.

All agencies, units and localities shall coordinate with the Department of Science and Technology in the implementation of these directives.
