Urging acceleration of progress on the Thanh Binh Industrial Park Infrastructure Construction and Business Investment Project, Phase II
On the morning of May 20, a Working Delegation of the Standing Board of the Provincial Party Committee, led by Comrade Bui Van Luong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, went to inspect and urge the progress of compensation, support and resettlement in implementing the Thanh Binh Industrial Park Infrastructure Construction and Business Investment Project, Phase II, as well as the construction progress of resettlement areas serving the Project. Participating in the Working Delegation were Members of the Provincial Party Standing Committee and leaders of a number of departments, commissions and agencies.

The Project is invested by Onsen Fuji Bac Kan Joint Stock Company, with a scale of 80.3 hectares in Thanh Thinh commune. To date, units have essentially completed the declaration and inventory work and are implementing compensation and support for site clearance; 1.17 hectares have been handed over to the investor.

The site clearance work of the Project still faces a number of obstacles. The biggest difficulty is that the resettlement area has not been completed, making it impossible to approve the compensation, support and resettlement plan for households with residential land and adjacent land plots. Additionally, some households have not actively coordinated with functional agencies during the inventory and current-status verification process. Within the land recovery scope, large areas have been newly planted by residents with high-density, multi-canopy crops, creating difficulties in determining the volume and finalizing the compensation plan.

According to the report of Thanh Thinh commune at the meeting with the Working Delegation, the Project has undergone multiple changes of project investors and site clearance organizations over an extended period. Many households previously agreed to relocate their homes and graves to implement projects in the area; now continuing to be affected by adjacent projects, these households remain apprehensive, affecting the implementation progress. Given this reality, delegates attending the meeting focused on discussing and proposing solutions to step up communication and advocacy work, enhance coordination among agencies, units and localities and build public consensus so as to soon complete the site clearance work and ensure the timely implementation of the Project.

Following the field inspection and upon hearing reports from the units, Comrade Bui Van Luong, Deputy Secretary of the Provincial Party Committee, acknowledged the proactiveness and positive engagement of departments, agencies, localities and the investor in implementing the Project. He emphasized that Thanh Binh Industrial Park, Phase II, plays an important role in attracting investment, creating jobs and driving the socio-economic development of the province. Accordingly, units must focus intensively, coordinate closely and promptly resolve difficulties and obstacles to accelerate the progress of compensation, site clearance and construction of resettlement areas, ensuring the delivery of cleared sites to the investor as planned.
He directed units to stay close to their localities, maintain a firm grasp of the situation, strengthen communication and mobilization efforts to build public consensus in support of the Project's implementation policy and organize compensation, support and resettlement in strict accordance with regulations. Units are to strive to complete the declaration and inventory work before June 30 in order to proceed with the subsequent steps.
The Deputy Secretary of the Provincial Party Committee noted that the area of Thanh Thinh commune and adjacent communes is home to multiple industrial parks currently under development, making it necessary to recommend the addition of resettlement areas in accordance with the master plan so as to create the momentum for project implementation. At the same time, investment attraction efforts are to be stepped up in the spirit of orienting toward a green economy and circular economy, linked to environmental protection and the improvement of people's living standards.
He emphasized that developing Thanh Binh Industrial Park, Phase II, is a central task of particularly important significance for Thanh Thinh commune in 2026 and throughout the entire term. Therefore, local Party committees and authorities must focus intensively and mobilize the entire political system to jointly and decisively implement the assigned tasks in an effective manner
