At the Conference, delegates focused on giving opinions on the submissions regarding Party building work, including: the draft Plan implementing Regulation No. 183-QD/TW dated September 18, 2024 of the Politburo on protecting agencies, organizations and persons performing official duties in investigation, prosecution, trial and judgment execution activities; the draft Plan implementing Conclusion No. 107-KL/TW dated December 24, 2024 of the Politburo on continuing to strengthen the Party's leadership over the work of receiving citizens and resolving complaints, denunciations, petitions and reflections; the draft Action Program of the Provincial Party Standing Committee implementing Directive No. 21-CT/TW and Directive No. 37-CT/TW; the Action Plan of the Provincial Party Standing Committee implementing Resolution No. 02-NQ/TW dated March 17, 2026 of the Politburo on building and developing Hanoi Capital in the new era; and a number of other important matters.

In addition, delegates devoted considerable time to giving opinions on the contents submitted by and seeking opinions of the Party Committee of the Provincial People's Committee, specifically: the approval of the investment policy concurrently with the investor approval for the High-Tech Livestock Farming combined with Medicinal Plant Growing Project; the resolution of slow-progress and long-standing backlogged projects with difficulties and obstacles; and a number of contents to be submitted to the upcoming session of the Provincial People's Council.

One of the topics discussed in depth by delegates was the analytical, forecasting and proposing report on the labor and employment situation in the province. The report shows that in the first four months of 2026, labor supply in Thai Nguyen province was essentially stable, with the labor force maintained at over 800 thousand people, creating an abundant supply for the market. However, to achieve the 2026 target of 783 thousand or more employed workers in the economy, approximately 15 thousand additional employed workers are needed compared to 2025. The recruitment structure shows that unskilled labor accounts for the largest proportion at 77.83%, labor with vocational certificate to associate degree qualifications accounts for 15.33% and labor with university degrees or above accounts for 6.84%. On the basis of a clear analysis of the labor supply and demand situation, all delegates agreed on the need to continue stepping up vocational training, improving the quality of human resources and linking training with the needs of enterprises, thereby better meeting the demands of production and business development and contributing to the sustainable development of the provincial labor market.

Delivering the concluding remarks of the Conference, Secretary of the Provincial Party Committee Trinh Xuan Truong emphasized that the volume of work in the coming time is very large, requiring all levels and branches to continue seriously and effectively implementing the action programs and plans that have been set out, particularly the implementation of Resolution No. 02-NQ/TW dated March 17, 2026 of the Politburo on building and developing Hanoi Capital in the new era. He affirmed that this is an important opportunity for the province to strengthen infrastructure connectivity and promote regional linkage and stated that the province will continue to prioritize resources for investing in the intra-regional and inter-regional transport infrastructure system. Regarding the contents to be submitted to the Provincial People's Council, the Secretary of the Provincial Party Committee requested related agencies to fully incorporate the opinions of delegates and to closely coordinate with the Boards of the Provincial People's Council to finalize the dossiers and carefully prepare the contents for submission at the upcoming session.

Regarding vocational training, the Secretary of the Provincial Party Committee emphasized that the demand for labor to serve the province's socio-economic development is at a very high level. Accordingly, career orientation and vocational training must continue to receive attention, innovation and quality improvement. The Provincial Party Standing Committee will soon issue a conclusion on vocational training, viewing it as one of the important factors contributing to the realization of the province's growth target. For slow-progress projects, he directed a focused review and determination of land prices and the classification of each project group so as to identify appropriate handling solutions, assigning the Party Committee of the Provincial People's Committee to continue monitoring and directing the resolution of difficulties and obstacles. In addition, the Secretary of the Provincial Party Committee directed all levels and branches to focus on synchronously implementing socio-economic development tasks in the final two quarters of 2026; to strive to achieve the 11.8% growth target in Q3/2026 with high determination and comprehensive, coordinated solutions; to continue effectively implementing the two-tier local government model; to ensure social security and sustainable poverty reduction; and to steadfastly maintain national defense and security while enhancing the effectiveness of foreign affairs work.
