The National Assembly passes the Resolution on amending and supplementing a number of articles of the 2013 Constitution

According to the agenda at the Ninth Session of the 15th National Assembly, on the morning of June 16, the National Assembly voted to pass the Resolution on amending and supplementing a number of articles of the 2013 Constitution, with 100% of present delegates voting for.

Thai Nguyen province Delegation of National Assembly Deputies attending the Session and participating in the vote included the following comrades: General Phan Van Giang, Member of the Politburo, Deputy Secretary of the Central Military Commission and Minister of National Defense; Nguyen Thanh Hai, Member of the Party Central Executive Committee, Chairwoman of the Committee for Deputies’ Affairs and Deputy Head of the Central Party Committee’s Organization Commission; Nguyen Lam Thanh, Vice Chairman of the National Assembly’s Council for Ethnic Affairs; Hoang Anh Cong, Vice Chairman of the People's Aspirations and Supervision Committee; Doan Thi Hao, Member of the Provincial Party Standing Committee, Deputy Head in charge of Provincial Delegation of National Assembly Deputies along with other deputies of Thai Nguyen Province Delegation of National Assembly Deputies.

For Thai Nguyen Province, after nearly 1 month of collecting public opinions on the draft Resolution on amending and supplementing a number of articles of the 2013 Constitution, 185,129 opinions were recorded; including over 2,200 opinions from agencies and organizations and over 182,900 opinions from individuals. Accordingly, 100% of opinions completely agreed with and supported the policy and content of amending and supplementing the 2013 Constitution.

During the group discussion sessions on this content, Thai Nguyen Province Delegation of National Assembly Deputies actively participated in discussions and contributed many opinions for amending and supplementing the 2013 Constitution. Some opinions were adopted by the Drafting Committee for amending and supplementing a number of articles of the 2013 Constitution, such as the proposal not to amend the regulation on the questioning rights of People's Council delegates regarding the Chief Justice of People's Courts and the Chief Procurator of People's Procuracies in Clause 2, Article 115 of the current Constitution.

According to the passed Resolution, the administrative units of the Socialist Republic of Vietnam shall be organized into two levels, comprising provinces and centrally-governed cities and sub-provincial administrative units under centrally-governed provinces and cities as prescribed by law. Special administrative-economic units shall be established by the National Assembly. The establishment, dissolution, merger, division and adjustment of administrative unit boundaries must seek opinions from local residents and follow procedures as prescribed by the National Assembly.

Local government shall be organized in the administrative units of the Socialist Republic of Vietnam. Local government levels comprising People's Councils and People's Committees shall be organized in administrative units appropriate to the characteristics of rural areas, urban areas and islands as prescribed by the National Assembly. Local government in special administrative-economic units shall be prescribed by the National Assembly when establishing such special administrative-economic units.

The Resolution clearly states that the operations of district-level administrative units nationwide shall be terminated from July 1, 2025.

This Resolution takes effect from the date it is passed.

Earlier, presenting the report on explanation, feedback collection and revisions to the draft Resolution of the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution (the Committee), Vice Chairman of the National Assembly Nguyen Khac Dinh and Vice Chairman of the Committee, said that the draft had been widely published to collect opinions from the people, sectors and levels. As a result, there were over 280 million opinion submissions on all contents of the draft Resolution. This demonstrates the great attention, agreement, support and sense of responsibility of all social strata towards the important work of the country. Vice Chairman of the National Assembly Nguyen Khac Dinh also said that the Committee had proposed amending and supplementing 8 out of 120 articles and clauses. After studying the very reasonable, appropriate, well-founded, rigorous and persuasive opinions from agencies, organizations, the people, experts, scientists and National Assembly deputies, the Committee proposed to adopt and amend only 5 out of 120 articles and clauses, maintaining 3 articles to continue implementation according to the current Constitution's provisions.
