The list was reviewed and developed based on Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the program to reduce and simplify administrative procedures related to production and business activities for 2025-2026; Plan No. 94/KH-UBND dated April 11, 2025 of the Chairman of the Provincial People's Committee on implementing Resolution No. 66/NQ-CP in the province; and Report No. 102/BC-UBND dated May 30, 2025 on the results of reviewing and proposing solutions for implementing administrative procedures independent of provincial-level administrative boundaries.

Specifically, the number of administrative procedures distributed by each unit is as follows: Office of the Provincial People's Committee - 5 procedures; Department of Health - 148 procedures; Department of Construction - 186 procedures; Department of Culture, Sports and Tourism - 173 procedures; Department of Justice - 168 procedures; Department of Finance - 162 procedures; Department of Agriculture and Environment - 276 procedures; Department of Science and Technology - 69 procedures; Department of Home Affairs - 118 procedures; Department of Industry and Trade - 158 procedures; Department of Ethnic Affairs and Religion - 60 procedures; Department of Education and Training - 149 procedures; Management Board of Thai Nguyen Industrial Parks - 28 procedures; Provincial Police - 3 procedures.

Allowing citizens and organizations to carry out administrative procedures at any locality within the province, without being limited by place of residence or registration, represents a breakthrough in administrative reform. This policy enables citizens to proactively choose the most convenient location to complete procedures, reduces pressure on administrative agencies in densely populated areas, while saving time and travel costs and increasing flexibility in accessing public services.
This is also a step to realize the two-tier local government model, with the principle "the level closest to the people should be assigned to handle the work", thereby contributing to limiting overlapping situations, prolonged processing times and negative developments in the administrative procedure resolution process.
