Guidelines issued for pilot operation of commune-level governments

Implementing the directive documents of the Politburo, the Secretariat and the Central Committee on the tasks of organizational restructuring and administrative units; Plan No. 265-KH/TU dated June 11, 2025 of Thai Nguyen Province Party Committee on organizing pilot operations of new commune and ward organizational structures, the Department of Home Affairs of Thai Nguyen province has issued a document providing guidance on pilot operation of commune-level governments to ensure that official operations aligns with the established timeline and objectives.

Accordingly, the pilot operation aims to properly and fully implement pilot operation content for the activities of commune-level People's Committees and Commune Public Administrative Service Centers, ensuring that they meet the purposes and requirements as directed by the Provincial Party Standing Committee. Localities must proactively prepare and organize pilot operation of the first meeting of commune and ward People's Committees to consider and approve the People's Committee's working regulations, the People's Committee's work program and other relevant work content (if any). Based on practical situations and task requirements, localities may select several other appropriate work content items to include in the pilot operation at the first meeting of commune and ward People's Committees, such as: Assignment of responsibility for work areas to the Chairman, Vice Chairmen and People's Committee members; consideration and approval of specific regulations on functions, duties, powers and organizational structure of specialized agencies under the People's Committee (based on resolutions of commune and ward People's Councils on establishing specialized agencies); socio-economic development plans,...

To carry out the meetings, the People's Committees of districts and cities must direct specialized agencies to prepare invitations to attend People's Committee sessions; draft working regulations for the People's Committee; draft work programs for the People's Committee; other related documents, materials and work content; prepare, arrange and decorate meeting halls, nameplates and other necessary conditions to serve the first meeting of commune and ward People's Committees.

Regarding the operation of Public Administrative Service Centers, pilot operations are organized to assess the level of readiness in terms of procedures, staff, civil servants and technical infrastructure for receiving applications, processing and returning results of administrative procedures at the commune level, ensuring smooth and effective operations. The Standing Committees of district and city Party committees direct District and City People's Committees to select specific scenarios and administrative procedures that are practical and relevant to processing applications and administrative procedures for individuals and organizations for pilot operation.

Along with that, assign officials and civil servants to participate according to each operational scenario. Prepare information systems to implement electronic document exchange; connect and share information and data, ensuring seamless and uninterrupted flow. District and City People's Committees must arrange and supplement basic information technology equipment (computers, printers, scanners, etc.) with good specifications to ensure service for pilot operations and work requirements and tasks after official operation begins; coordinate with the Provincial Public Administrative Service Center to supplement and modify organizational information and create, authorize users and establish processing workflows on the province's administrative procedure processing information system. Design space and arrange functional areas of the Public Administrative Service Center to ensure minimum areas as directed by the Provincial Party Committee; additionally, based on actual conditions, localities may arrange additional areas to ensure operational effectiveness and better serve the needs of organizations and individuals.
