Workshop on solutions to improve the quality and efficiency of PAR Index, SIPAS

On November 13 morning, the Ministry of Home Affairs held a workshop on solutions to improve the quality and efficiency of determining Public Administration Reform Index (PAR Index) and Satisfaction Index of Public Administrative Services (SIPAS) in 2023. The workshop was attended by Comrade Pham Minh Hung, Director General of the Department of Administrative Reform (Ministry of Home Affairs) and officials of the Home Affairs Department of 25 provinces and cities in the Northern region. The workshop will take place over 2 days (13 and 14/11) in Thai Nguyen City.

Overview of the Workshop

The PAR Index is an effective management tool issued and implemented by the Ministry of Home Affairs for the past 11 years. It aims to assist the Government in monitoring, evaluating and ranking the annual results of administrative reform (AR) in ministries, cross-ministerial agencies and People's Committees of provinces and centrally-run cities. This index also aids ministries, agencies and localities in analyzing, comparing and clearly identifying the results achieved, as well as existing limitations in each content and task of AR. This enables timely solutions for improvement and enhances the quality and effectiveness of AR annually in their respective agencies or units. The implementation of the SIPAS Index by the Ministry of Home Affairs is intended to listen to the perceptions, evaluations, satisfaction levels and expectations of citizens regarding the services provided by state administrative agencies. This is based on the knowledge and experiences of citizens, thereby providing objective grounds for state administrative agencies to choose appropriate solutions to improve service quality and enhance citizen satisfaction.

During the workshop, delegates focused on analyzing, evaluating, clearly identifying existing issues and limitations, as well as understanding the causes and proposing measures and solutions to overcome, improve and enhance the SIPAS Index. Some of the key points discussed include the need to research and apply digital transformation technologies in measuring citizen satisfaction and the organization's perception of the services provided by state administrative agencies. This is aimed at improving objectivity, transparency and openness. Additionally, the workshop delved into the experiences of localities in enhancing the effectiveness and efficiency of the PAR Index. There was an emphasis on raising the sense of responsibility among leaders of administrative agencies at all levels in implementing the PAR Index. The experiences of localities and organizations in implementing the PAR Index were also shared, such as online surveys and electronic devices for feedback and results reporting at reception departments...

In Thai Nguyen province, the AR work has consistently received regular attention and guidance from the Provincial Party Committee and the Provincial People's Committee. The proactive implementation is carried out by various agencies, units and localities. The province always emphasizes that administrative reform must stem from the interests of the people and enterprises, with the focus on placing citizens and enterprises at the center. Satisfaction is considered the benchmark for evaluating the quality of service provided by administrative agencies at all levels. Based on this, the province formulates solutions to enhance the satisfaction of citizens and organizations, aiming to improve the efficiency of governance and public administration.
