Thai Nguyen: Deploying the Plan to implement the Scheme on "Preserving and promoting the values of folklore of ethnic minorities by 2023"

Accordingly, the overall objectives of the Scheme are to raise people's awareness, especially ethnic minorities of Thai Nguyen province in preserving and promoting folklore works; strengthen propaganda and promotion of folklore works in the mass media; include folklore works in regular activities at cultural institutions in order to orient people to be aware of maintaining and preserving the national folklore; implement programs, projects and plans to preserve and promote folklore works of ethnic minorities in order to contribute to building an advanced Vietnamese culture, imbued with national identity, united in diversity of the Vietnamese ethnic community, with characteristics of ethnicity, humanity, democracy and science.

The plan is implemented in ethnic minority and mountainous areas in Thai Nguyen province. The subjects of implementation are the genres of folklore of ethnic minorities, which promote works of typical value and are currently in regular use; maintenacne and preservation of works at risk of extinction and research, collection and restoration of lost works; ethnic minority people, researchers, writers, artists, ethnic minority artisans, village elders, village heads in mountainous and ethnic minority areas.

The project will be implemented from 2023 to 2030, divided into 2 periods * 2023 – 2026 period: - Collect, research and organize annual inventory work to compile a list of intangible cultural heritage of folklore of ethnic minorities. - Strive to collect, digitize and publish folklore works of ethnic minorities, build digital databases on folklore of ethnic minorities for archiving, researching, publishing, promoting and educating. - Apply measures to preserve and document folklore works of ethnic minorities that are at risk of extinction. - Based on the guidance of concerned ministries, branches and agencies, advise on support policies in activities of conservation and promotion of the values of intangible cultural heritages. - Strive for 50% of cultural civil servants, public employees, artisans, folk authors, village elders, village heads, prestigious people... to receive training in preservation and promotion of folklore values of ethnic minorities. - Strive for 40% of ethnic boarding schools and schools at all levels in ethnic minority areas to include folklore genres of ethnic minorities in extracurricular activities, organize festivals, exchanges and competitions for students. - Strive to form 20-30% of folk art clubs and teams/ 01 commune in ethnic minority areas to practice, perform and pass on folklore genres. - Be interested in organizing competitions, initiatives, collections and compositions related to folklore of ethnic minorities. * 2027 – 2030 period: - Complete the inventory, assessment, classification and listing of intangible cultural heritages of folklore genres of ethnic minorities. - Strive to collect, digitize and publish 80% of folklore of ethnic minorities works, build a digital database on folklore of ethnic minorities to store, promote and educate. - Continue to apply measures to preserve and document folklore works of ethnic minorities at risk of extinction. - Strive for 80% of authors and artisans in the field of intangible cultural heritages in general and folklore of ethnic minorities in particular to enjoy support policies in activities of preserving and promoting the values of intangible cultural heritages. - Strive for 80% of civil servants, cultural officials, artisans, folk authors, village elders, village heads, prestigious people... to receive training in preservation and promotion of folk literary values of ethnic minorities. - Strive for 80% of ethnic boarding schools and schools in ethnic minority areas to include folklore genres of ethnic minorities in extracurricular activities, organize festivals and exchanges for students. - Strive to form 30-50% of folk art clubs and teams/01 commune in ethnic minority areas to practice, perform and pass on folklore genres. - Be interested in organizing competitions related to folklore of ethnic minorities. |
