The 42nd Session of the Provincial People's Committee: Addressing challenges, creating momentum and committing to 2025 growth targets

The Session was attended by Comrade Nguyen Thanh Binh, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People’s Committee; Comrade Duong Van Tien, Member of the Provincial Party Standing Committee and Chairman of the Fatherland Front Committee of Thai Nguyen Province; Vice Chairmen of the Provincial People’s Council and Provincial People’s Committee; and leaders of provincial departments, branches and units.
The Session reviewed reports, held discussions and provided feedback on five matters submitted for the consideration of the Provincial Party Committee and the Provincial People’s Council. These included: a report on the socio-economic situation in the first quarter of 2025 and key tasks for the second quarter; a report on the implementation of recommendations from the State Audit Office in the province; a proposal and draft resolution on funding support for teaching and learning Vietnamese for ethnic minority children before entering first grade in the province; a report on citizen receptions, the resolution of complaints and denunciations and the handling of petitions forwarded to Thai Nguyen by central agencies; and a report on the progress of eliminating temporary and dilapidated housing in the province.
Assessing the socio-economic situation in the first quarter, delegates agreed that the province achieved several positive results. Agricultural production adhered to seasonal plans and livestock farming performed strongly due to stable prices and market conditions. Industrial production maintained a positive trajectory, with each month outperforming the previous one. Commercial and service activities sustained high growth compared to the same period last year. Total retail sales of goods and consumer service revenue in the first quarter rose by 22.7% year-on-year, while the consumer price index was kept at an appropriate level, contributing to inflation control and economic growth. Social welfare initiatives received significant attention and efforts to eliminate temporary and dilapidated housing were actively pursued. Political security was maintained and public order and safety continued to be ensured.
| The Gross Regional Domestic Product (GRDP) in the first quarter was estimated to increase by 4.02% compared to the same period last year. The Industrial Production Index (IIP) was estimated to rise by 6.35% year-on-year; the value of industrial production was estimated at approximately VND 220.8 trillion, up 3.7% over the same period, reaching 19.5% of the 2025 annual target. Total state budget revenue reached VND 5,296 billion, equal to 129% of the same period last year, 24% of the target assigned by the Prime Minister and 22% of the target set by the Provincial People’s Council. The total export value of goods reached USD 8,399.7 million, down 7.6% year-on-year, achieving 27.9% of the plan. Total retail sales of goods and consumer service revenue reached VND 22,610 billion, up 22.7% over the same period. Total social investment capital reached nearly VND 14.3 trillion, equivalent to 86.5% of the previous quarter and an increase of 8.7% year-on-year. The 2024 Satisfaction Index of Public Administration Services (SIPAS) ranked 2nd nationwide and the Public Administration Reform Index (PAR Index) ranked 5th nationwide. |
However, there remain several limitations affecting the province’s socio-economic development, such as: first-quarter economic growth did not meet the projected scenario; revenue from the province’s ten largest industrial manufacturing enterprises was estimated to decrease by about 2% compared to the same period; the export value of goods dropped by 7.6% year-on-year, the second-lowest level in the past five years (only higher than the same period in 2023). This decline was primarily due to the production and business activities of foreign-invested enterprises being heavily dependent on global consumer demand.

Delegates contributed opinions to the Report on the socio-economic situation in the first quarter, key tasks for the second quarter of 2025 and other reports and proposals.
In his directive speech, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee Nguyen Huy Dung reaffirmed the consistent viewpoint that no challenge should lead to lowering the province’s double-digit growth target. He urged all sectors, localities and units to continue mobilizing all resources and intellect to overcome obstacles, create new growth drivers and achieve high efficiency. For the tasks assigned by the Chairman, deadlines and expected outcomes must be clearly defined, with a particular focus on ensuring all necessary conditions are in place so that, once the new administrative model is established, it can be operational immediately, thereby contributing to growth promotion and the achievement of set goals and tasks.

In order to mobilize new investment capital, the Chairman of the Provincial People’s Committee requested all departments, sectors and localities to implement the contents of the Directive issued by the Chairman of the Provincial People’s Committee on strengthening the mobilization of total social investment capital. Departments and sectors were instructed to advise and carry out necessary steps to expedite the groundbreaking of Thai Nguyen – Lang Son Expressway; upgrade Hanoi – Thai Nguyen Expressway; renovate Hanoi – Thai Nguyen railway line; review, supplement and amend the power development plan to promptly implement the wind power project in Vo Nhai District; and focus on developing infrastructure connectivity and a digital data center to lay the foundation for future development.
The Chairman of the Provincial People’s Committee requested relevant units and localities to strictly implement the Provincial People's Committee’s directives on improving institutions, making breakthroughs in key sectors and accelerating land clearance for major projects. He also requested advisory agencies to develop a detailed roadmap and seek public opinion on the implementation of the scheme to reorganize commune-level and province-level administrative units. Regarding the contents submitted for consultation at the Meeting, the Chairman requested departments and sectors to incorporate feedback from the delegates and submit finalized documents to the Vice Chairpersons of the Provincial People’s Committee in charge of the respective sectors for signing and promulgation.
Emphasizing the major challenges facing socio-economic development in the second quarter and the entire year, the Chairman of the Provincial People's Committee called on all levels and sectors to view this as an opportunity to promote self-reliance and resilience, enhance internal capacity and boost socio-economic development based on internal resources, thereby ensuring sustainable development.
