Focusing on accelerating the disbursement of public investment capital in 2025

In 2025, Thai Nguyen Province was allocated a public investment capital plan of VND 5,584 billion by the Prime Minister, while the Provincial People's Council and the Provincial People's Committee assigned a total of VND 6,625 billion (with the province allocating an additional VND 1,041 billion from the balanced local budget). To achieve the economic growth target of 10.5% or higher, the disbursement of public investment capital has been identified as a key priority, requiring a serious and responsible approach from the entire political system, all levels, sectors and investors.
According to the report from the specialized agency, so far, the disbursement of public investment capital across the province has reached VND 980.5 billion, equivalent to 17.5% of the plan assigned by the Prime Minister and 14.8% of the plan assigned by the local authorities.

At the meeting, delegates focused on discussing difficulties and obstacles in the disbursement of public investment capital and at the same time proposing plans and solutions to remove obstacles and ensure the disbursement of public investment capital as planned.

Speaking at the meeting, Comrade Nguyen Linh, Vice Chairman of the Provincial People's Committee urged units and localities to closely follow the directives of the Chairman of the Provincial People's Committee as outlined in Directive No. 04 dated February 7, 2025 on the disbursement of public investment capital. He emphasized the need to accelerate progress, particularly by resolving difficulties and obstacles. Capital from projects with slow disbursement should be reallocated to projects with better disbursement potential, while efforts must be made to effectively carry out compensation, site clearance and resettlement arrangements. He stressed that leaders of Party committees and local authorities must take direct responsibility; promptly report any difficulties and obstacles to the Provincial People's Committee; and review and update planning and investment plans for resettlement areas to ensure sufficient land for resettlement to support various projects. Departments and sectors are required to thoroughly conduct appraisals of land, construction and environmental procedures, ensuring compliance with legal timelines and regulations.
