Recently, the production and export situation of a number of agricultural products, particularly officially exported agricultural products through northern border provinces, has faced numerous difficulties due to increasingly stringent quality control policies, origin traceability, food safety requirements and packaging and labeling standards from China. Additionally, abnormal weather patterns and volatile consumer markets have significantly impacted agricultural production and consumption activities in the province.

In response to this situation, the Chairman of the Provincial People's Committee has requested the Department of Agriculture and Environment to take the lead and coordinate with relevant departments, agencies and localities to closely monitor weather developments, crop seasons, markets and production and consumption capacity to develop reasonable production adjustment plans. Simultaneously, efforts should be intensified to transfer technical advances and encourage the application of technology in preservation, deep processing and value addition of agricultural products.
The Department of Industry and Trade has been assigned to proactively connect with distribution systems, supermarkets and wholesale markets both within and outside the province, promoting trade promotion activities, marketing and consumption linkages for products. The department also needs to timely provide information on market demand, import-export situations, particularly new regulations and standards from key markets.

People's Committees of districts and cities are required to focus on directing production by zones and value chains, proactively developing consumption plans for each key agricultural product. They are also expected to coordinate with businesses and cooperatives to organize the purchasing and consumption of agricultural products for farmers. Localities should work closely with relevant departments and agencies to review and update information on output, crop seasons, consumption needs and propose prompt support solutions.
In addition, the Chairman of the Provincial People's Committee also has assigned relevant departments and agencies to actively coordinate to resolve difficulties, support resources, transportation infrastructure and administrative procedures to facilitate the production, processing and export of agricultural products.
Agencies, units and localities are instructed to strengthen information sharing and promptly report any difficulties or obstacles during implementation so that the Provincial People's Committee can consider and direct solutions.
