According to the Directive, Thai Nguyen province has focused on investing in, constructing and developing infrastructure in recent years. Public investment funds have played and continue to play an important role in guiding private investment, attracting and strongly promoting social investment resources.

The management of projects using public investment funds has received attention and leadership from party committees, party organizations and governments at all levels and has been implemented effectively with positive changes. However, there have been instances where some projects were delayed in completion and final settlement, significantly affecting the operation and utilization of projects, leading to slow disbursement of public investment capital and reducing the effectiveness of state budget investments. To strengthen leadership and guidance in the settlement of public investment projects for 2021-2025 period in Thai Nguyen province, the Provincial Party Standing Committee requires party committees, authorities, the Fatherland Front Committee and socio-political organizations in the province to continue effectively leading, directing and implementing the following key tasks:

Enhance political determination, strive at the highest level, accelerate the implementation progress and settlement of public investment projects for 2021-2025 period. This must be identified as a central, consistent task for focused leadership, direction, supervision and implementation. Strengthen discipline in public investment disbursement and project completion settlement, considering this an important criterion for evaluating the annual performance of relevant collectives and individuals. The heads of party committees, local authorities, agencies and units must be accountable to the Standing Committee of the Provincial Party Committee, the Provincial Party Standing Committee for the annual settlement results of projects under their management.

Direct the review of progress and results of settlements for projects in the 2021-2025 public investment plan, urgently complete projects according to approved schedules and strive to complete settlement procedures before implementing the reorganization of administrative units in the area.

The Party Committee of the Provincial People's Committee shall direct the Provincial People's Committee to synchronously, decisively and effectively implement tasks and solutions to accelerate the progress of public investment projects for 2021-2025 period in the province. Strengthen inspection and guidance for investors and project management boards in preparing and verifying completed project settlements in accordance with regulations.

Focus on accelerating the verification of settlements and submitting them to competent authorities for approval for projects eligible for settlement; allocate funds to conclusively pay for completed projects with approved settlements; strive to complete the settlement of projects before implementing the reorganization of administrative units in the area.

Promptly allocate all funding sources, resolutely transfer or reduce capital plans from projects without disbursement capacity or those not meeting disbursement schedules to supplement projects with high disbursement rates, those requiring additional capital plans, completed projects with approved settlements and projects requiring payment in accordance with regulations...

The Provincial Party Committee's Propaganda, Education and Mass Mobilization Commission: Direct press agencies to coordinate with functional agencies to enhance information dissemination and promotion of Party policies and State laws regarding accelerating public investment disbursement and settlement of public investment projects for 2021-2025 period.

Party Committees of provincial Party agencies shall direct the Fatherland Front Committee and socio-political organizations to mobilize their members and the people to comply with and effectively implement State policies, actively cooperate with investors and contractors to accelerate construction progress and complete the settlement of public investment projects in the province.

The Inspection Commission of the Provincial Party Committee shall strengthen inspection, supervision and strictly handle the responsibilities of party organizations and members under their authority who violate regulations in implementing settlements that have remained unresolved for many years, especially during 2021-2025 period.
