Improving the effectiveness of vocational training
Desiring a steady income to gradually move towards prosperity, yet the life of Ms. Phan Thi Trien's family, residing in Hong Tien hamlet, Phuc Luong commune, Dai Tu district, relies solely on a small area of tea cultivation. Hence, upon learning about information from the Women's Union of the commune, Ms. Trien registered and attended an industrial sewing class organized at the Commune People's Committee headquarters. She shared: “After 3 months of study, I was introduced and employed at a nearby garment branch, earning a salary of VND 7 million/ month. It's a dream income for many rural women”.
Ms. Trien is just one of 250 rural women in Dai Tu district who got jobs after completing industrial sewing classes organized by the Center for Vocational Education - Continuing Education of Dai Tu District. According to Mr. Ngo Manh Tho, Director of the Center: "The locality currently has 3 major garment companies, needing a large number of garment workers. Therefore, we are promoting connectivity and organizing industrial sewing vocational training classes for rural workers".

Not only with Dai Tu, but vocational training activities have been closely linked by localities to the needs of the labor market. What vocational training, how to train job opportunities after training are the questions that arise. Mr. Le Ngoc Minh, Director of Center for Vocational Education - Continuing Education of Dinh Hoa district said: "Along with the centralized training model, we regularly organize mobile vocational classes in hamlets and communes based on the needs and vocational learning trends of the local residents, aiming to create opportunities for vulnerable groups. From the beginning of the year until now, the Center has conducted 14 concentrated training courses and 12 mobile courses for approximately 800 students. Over 30% of qualified students have been introduced to work in production and business establishments and at Tan Duong Industrial Cluster".
It can be seen that improving the quality of vocational training, focusing on the labor market's demands, has contributed to changing the perception and socio-economic lives of households, especially those classified as poor or near-poor in the province, particularly in difficult areas. After vocational training, workers enhance their knowledge, apply scientific and technical advancements to productive labor, increase income, stabilize their lives, and contribute to sustainable poverty reduction. This, step by step, effectively realizes the criteria for building a new rural area at the local level.

Diversifying forms of direct support
Tan Thanh hamlet, Van Lang commune, Dong Hi district used to be known as a difficult locality, with a high poverty rate. The struggle for sufficient food and clothing had been an ongoing challenge for many households here. However, that was the story of years past. With support from the credit source of Vietnam Bank for Social Policies through the employment-solving loan program, many households boldly invested, restructured crop and livestock models, demonstrating a determined effort to overcome adversity... The correct, precise, and timely policy approach indeed acted as a crucial lever for impoverished households to rise out of poverty and prosper.

As for Ban Ten village, Van Lang commune, there are currently 78 households/155 households using preferential loans from the Vietnam Bank for Social Policies for economic development, with a total outstanding balance of over VND 4.7 billion. Ms. Nguyen Thi Nguyet, Vice Chairwoman of Van Lang Commune People's Committee informed: In the first 10 months of 2023, 15 more households in the village have participated in borrowing capital, which means that there will be 15 new economic models formed and promises to bring opportunities to escape poverty for many households to boldly invest. Up to now, difficult villages such as Ban Ten or Tan Thanh have had a new look, with production models that bring high economic efficiency".
Along with flexibility in facilitating households to access preferential loans for production development, specialized agencies and socio-political organizations delegated within the locality also focus on supporting the poor in terms of knowledge and skills in planning development, rational production arrangement, application of science and technology to production, business and consumption of products to increase sustainable income...
In 2 communes of La Hien and Phu Thuong, Vo Nhai district, since 2021, Thai Nguyen Agricultural Extension Center has implemented a multi-cropping custard apple intensive model of with an area of 3 ha. 10 households participating in the model were supported with fertilizers, probiotics, pesticides and training, transferring techniques of pruning, leaf trimming, watering, care, fertilization, and pollination for custard apple, helping extend harvesting period. In addition, a number of other scientific and technical support models have been successfully implemented by the Agricultural Extension Center in localities, such as: Model of Biomass corn cultivation combined with beef cattle fattening in Khe Mo commune, Dong Hy district; organic tea production in Dai Tu, Dong Hy, Phu Luong districts and Thai Nguyen city; raising colorful feathered chickens in garden grazing conditions following VietGAP standards linked to product consumption in Phu Binh district.
Care and support to improve living conditions

Along with supporting economic development, supporting poor households to access basic social services, such as education and training, health, employment, social insurance, improvement of living conditions in housing and social support are also key tasks of the NTP on Sustainable Poverty Reduction. Regarding housing support, particularly in Dinh Hoa district, through support from Thien Tam Foundation and many support programs from philanthropists inside and outside the province, along with the proactiveness and flexibility of the Party committee and local government, since 2022, nearly 920 poor, near-poor households and ethnic minority households in the district have eliminated temporary houses and dilapidated houses with a cost of over VND 50 billion. This is an important basis for the locality to realize the poverty reduction objective of the whole term.
It can be affirmed that through various NTPs, including the NTP on Sustainable Poverty Reduction, numerous sustainable livelihoods have been created. Effective poverty reduction models have emerged, replacing outdated farming practices with advanced scientific approaches, geared toward centralized production to meet market demands. Ms. Nguyen Thi Quynh Huong, Director of the Department of Labor, War Invalids and Social Affairs, said: In the upcoming period, the Department will propose prioritizing investment resources for infrastructure construction and enhancing the quality of human resources for ethnic minority areas and challenging regions, especially in villages facing extreme difficulties. Specifically for impoverished households, we will focus on diversifying livelihoods, providing support in terms of capital, scientific techniques, production experience and creating incentives for these households to rise out of poverty sustainably.
