Reporter: For the past years, studying and following Ho Chi Minh’s thoughts, ethics and style in Thai Nguyen province has achieved very positive results. Could you please evaluate the new and creative points in this content?

Comrade Vu Duy Hoang: For the past years, Thai Nguyen province Party Committee has made many innovative, creative and dynamic efforts in promoting studying and following Ho Chi Minh thoughts, ethics and style, reflected in all 3 contents: learning, following and setting the example of cadres,  Party members in the spirit of Conclusion No. 01-KL/TW of the 13th Politburo associated with the implementation of resolutions and conclusions of the 4th Central Party Committee meetings of the 11th, 12th and 13th tenures regarding Party and political system construction, as well as regulations on the responsibilities of setting examples for cadres and Party members.

Firstly, that creativity manifests in leadership and clear direction, following the principles of "leading by example," "practicing what is preached," and "learning accompanies doing." It involves clearly defining the tasks at hand, assigning responsibilities for implementation, tracking progress, and setting completion timelines. Leaders at all levels of Party committees, government bodies, and organizations serve as role models, taking the lead in challenging areas to engage officials, Party members and the public in participation. There's a focus on making breakthroughs, addressing pressing issues stemming from practicality, leveraging the proactive role of officials and Party members.

The propaganda work has seen considerable innovation. The messaging is easy to understand, remember, and implement, focusing on reflecting the examples of "good people, good deeds," exemplary individuals and collectives to disseminate the profound values and significance of studying and following Ho Chi Minh thoughts, ethics and style. This fosters unity and consensus within the Party and solidarity within society. The various forms of propaganda include oral communication by reporting teams and propagandists at all levels, dissemination through mass media in vivid and visually appealing ways, including movies, documentaries, poetry, visual arts, music, exhibitions, and film screenings. Integration into educational programs, training, and nurturing of officials is emphasized. Leveraging the strengths of traditional communication channels such as newspapers, radio, television, the provincial electronic information portal, newsletters for cell meetings, local electronic information pages, combined with utilizing new communication methods on social media platforms and the internet.

Along with the propaganda materials of the Central Government, Thai Nguyen has been creative in proactively building topics of studying and following Ho Chi Minh thoughts, ethics and style every year associated with the anniversary of important events of the province.

In particular, Thai Nguyen province has successfully organized scientific seminars to contribute to clarifying the scientific and practical values of Ho Chi Minh thought; deepen the activities of Uncle Ho, the Party Central Committee and the Government at ATK Dinh Hoa - Thai Nguyen and clarify the position of the province in the long history of the nation, such as: Scientific seminar " Uncle Ho to Dinh Hoa Safety Zone, Thai Nguyen - The decision to open up the glorious victory of the resistance and national construction"; Scientific seminar "Celebrating the 85th anniversary of the establishment of the first Communist Party base in Thai Nguyen province (1936 - 2021)"; Conference "Works on Modifying Working Styles - Theoretical and Practical Values in Party Building, Political System Building and Cadre Training in the Current Period"; The scientific seminar "Promoting Vietnamese cultural values with the aspiration to build a peaceful, happy, prosperous and friendly Thai Nguyen province" combined with presenting awards for literary, artistic, and journalistic works on the theme "Studying and following Ho Chi Minh thoughts,  ethics, style for 2021 – 2025 period" (phase 1), meeting typical artists of Thai Nguyen province...

Reporter: With such new and creative points, what outstanding results has Thai Nguyen obtained in the implementation of Directive 05 of the Politburo, sir?

Comrade Vu Duy Hoang:  The most outstanding result is that studying and following Ho Chi Minh thoughts, ethics and style in Thai Nguyen province is increasingly becoming a regular task, self-awareness, penetrating deeply and yielding tangible outcomes.

There's an increasing number of exemplary collectives and individuals, along with innovative and effective models and approaches in studying and following Uncle Ho. Particularly, in the past two years, 2021 and 2022, the entire province has had 2,314 typical models focusing on studying and following Ho Chi Minh thoughts, ethics and style across various levels. Some notable examples include: "Contributing through small deeds to help those in need"; "Spreading good news daily, sharing beautiful stories weekly"; "Security camera, self-managed security team"; "Skillful public relations"; "Self-managed roads"; "Exemplary veterans"; "Ensuring security in parishes"; "Integration and development of Thai Nguyen veteran-owned businesses"...

Since then, there have appeared many typical examples in studying and following Ho Chi Minh thoughts, ethics and style honored and rewarded by Party committees and authorities. In the period of 2016 - 2023, Thai Nguyen was honored to have 05 collectives and 10 individuals awarded Certificates of Merit by the Prime Minister for their excellent achievements in studying and following Ho Chi Minh thoughts, ethics and style that have a far-reaching effect on the whole society, strongly cheering, inspiring and encouraging cadres, Party members and the People to actively study and follow Ho Chi Minh thought, ethics and style.

More and more typical collectives and individuals, good models, creative and effective approaches of studying and following Uncle Ho. Building and replicating typical examples of studying and following Ho Chi Minh thought, ethics and style has always been concerned by Party committees and local authorities. The examples are acknowledged at various levels, especially during annual provincial-level commendation conferences, leaving a positive impact within the Party and among the people.

Alongside this, propagating and educating on Ho Chi Minh thoughts, ethics and style for students, youths, and young generations has been a focus of guidance by Party committees at all levels. The Provincial Political School and district-level political centers incorporate the content of Conclusion No. 01-KL/TW and the annual thematic focus into training programs for nurturing officials and Party members at grassroots levels. Universities and colleges within the province integrate local history, Ho Chi Minh thoughts, ethics and style into the teaching of political theory courses. The province's Education and Training sector continues implementing the integrated teaching of content from the document set "Uncle Ho and lessons on ethics, lifestyle for students" for students from grade 2 to grade 12. Many schools have successfully incorporated stories about Uncle Ho, exemplary individuals, and good deeds into their curriculum and student education.

The Provincial Military Command always combines words with actions by annually researching innovations and improving training models, tools, and equipment for military education

It can be affirmed that studying and following Uncle in Thai Nguyen has achieved many positive, quite comprehensive and synchronous results; have strong impacts on the cultural and spiritual life of society, contributing to the successful implementation of the tasks of socio-economic development, ensuring national defense and security, building a clean and strong Party and realizing the objectives and tasks stated in the Resolution of the Party Congress at all levels and the Resolution of the 20th Provincial Party Congress,  2020 - 2025 term.

Reporter: Could you please tell us more about the implementation of the responsibility for setting an example of cadres, Party members, civil servants, public employees, youth union members and association members in the province in studying and following Ho Chi Minh thoughts, ethics and style?

Comrade Vu Duy Hoang: Be deeply aware of the responsibility for setting an example, Party committees at all levels in the province strictly complied with the working regulations, organizational principles and activities of the Party, especially the role of the head; strictly enforced rules on what party members are not allowed to do. Party officials and members annually make written commitments to fulfill their responsibilities to set an example, cultivate and train, without showing signs of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; register contents and set out plans to study and follow Ho Chi Minh thoughts, ethics and style associated with assigned functions and tasks. The results of implementing the plan to study and follow Ho Chi Minh thoughts, ethics and style are one of the criteria for annual evaluation and classification of Party officials, members and organizations.

Along with thoroughly grasping and implementing directives, resolutions and regulations of the Central Party Committee on the role and responsibility for setting an example of the head, Thai Nguyen Province Party Committee has supplemented and improved the system of statutes and regulations These cover work relations, working methods, title standards, delegation of authority linked with the responsibilities of the leadership, particularly in organizing administrative systems, managing and utilizing personnel, civil servants, specifying the standards and titles of officials under the Provincial Party Standing Committee, handling corruption-related information, and managing officials. There are also regulations for members of the Provincial Party Standing Committee and members of the Provincial Party Committee's Executive Committee participating in grassroots Party cell activities and residential area Party cells.

They prioritized critical and complex issues for concentrated leadership, such as administrative reform, public service management, regulations, policies, land management, land clearance, organizational restructuring, and administrative machinery implementation, adhering to the principles of centralized democracy. By doing so, they aim to harness the exemplary spirit of leadership figures to encourage lower levels to study and follow.

Reporter:  According to you, in order for studying and following Ho Chi Minh thoughts, ethics and style to achieve higher results, in the coming time, what key tasks and solutions will Thai Nguyen province Party Committee pay attention to, sir?

Comrade Vu Duy Hoang: In order to promote the results achieved in studying and following Ho Chi Minh thoughts, ethics and style, Thai Nguyen province continues to identify this as one of the regular and very important tasks, associated with the implementation of political tasks of localities, units and of Party officials, members as well as the masses. The province will effectively organize patriotic emulation movements, construct new rural areas and civilized urban areas. Emphasis will be placed on the registration and adherence of leaders, managers, and heads of Party committees, agencies, and units. Furthermore, there will be a continued selection of essential, necessary, pressing issues that officials, Party members, and citizens care about to concentrate on handling and resolving them effectively.

Alongside this, there is a continued leadership and guidance to integrate studying and following Ho Chi Minh thoughts, ethics and style into the regular activities of party cells, organizations, and youth unions. Diverse forms and content of propaganda and education are employed, with a focus on oral communication and dissemination through various media channels, including the Internet and social networks. Timely commendation and rewards are given to exemplary individuals and positive actions to create a ripple effect throughout the entire Party. Prompt correction of any deviant behavior is ensured. Strict measures are taken to address any wrongdoing, corruption or negative conduct by Party officials and members.

With the determination to turn Thai Nguyen into a modern industrial economic center of the Northern midlands and mountainous areas and Hanoi Capital Region by 2030, studying and following Ho Chi Minh thoughts, ethics and style should continue to be promoted.  It will awaken the self-reliant and resilient spirit of every citizen, contributing to the construction of Thai Nguyen province to become “one of the wealthiest and most prosperous provinces in the Northern region of our country” as guided by President Ho Chi Minh.
