Thai Nguyen Civil and Industrial Project Management Board: Marking with the quality and progress of projects

As a public service unit under the Provincial People's Committee, Thai Nguyen Civil and Industrial PMB is assigned to serve as the investor or investor's representative for construction projects decided by the Chairman of the Provincial People's Committee. Specifically, these include investment projects for civil construction, cultural facilities, sports, tourism, education, healthcare, light industry, construction materials industry and technical infrastructure. The Board is legally responsible under the law and to the investment decision-maker for all its activities and manages the operation, exploitation and utilization of completed projects when assigned by the investment decision-maker.

In 2024 alone, Thai Nguyen Civil and Industrial PMB was assigned by the Provincial People's Committee to manage and operate 42 projects with a total investment of up to VND 3,324 billion. Despite facing many difficulties and challenges, especially site clearance and unfavorable weather conditions (most notably the impact of Typhoon No. 3 in September 2024), the Board's leadership and staff have made significant efforts to achieve positive results. These include: 4 projects with completed final settlements; 13 completed projects in the settlement process; 18 projects under construction; 2 projects in investment preparation; 4 projects planned for investment in 2025... Notably, some public investment disbursement categories achieved high results: Central budget funds reached 17.22/17.25 billion VND, equivalent to 99.83%; lottery budget funds reached 6.6/7.4 billion VND, equivalent to 89.68%; concentrated capital construction budget reached 180.8/237.2 billion VND, equivalent to 76.2%...

To achieve these results, the unit has strengthened coordination with local authorities and District and City People's Committees in supporting compensation, site clearance and resettlement; proactively and promptly identified and resolved difficulties encountered during implementation and timely reported to competent authorities for consideration and resolution. Once clear ground was available, the Board actively urged supervisory consultants and construction contractors to implement synchronized solutions to accelerate implementation progress; took advantage of favorable weather days to increase manpower and equipment to speed up progress; and implemented overtime measures based on labor safety regulations to compensate for weather-affected periods when construction was not possible.

In parallel with following the progress, the Board has paid special attention to project quality. Multiple synchronized solutions have been implemented, including thorough preparation from the project planning stage, careful study and selection of optimal design options; strict control of documentation and comprehensive planning of scientific construction roadmaps. Additionally, the Board has selected reputable contractors; strengthened inspection and supervision at construction sites; strictly controlled construction materials and technologies; and enhanced testing, acceptance and warranty work...

Thai Nguyen stadium project is gradually being completed

Mr. Vu Quang Dung, Director of Thai Nguyen Civil and Industrial PMB, affirmed: The results achieved by our unit are due to the close guidance from the Provincial Party Committee, Provincial People's Committee and various departments and units. Based on this support, the Board's leadership has decisively directed staff and officials to comply with and properly implement Party policies and State laws in carrying out professional work and accelerating project progress. Generally, the staff and officials in the agency have demonstrated a high sense of responsibility and made efforts to best fulfill their assigned tasks.

However, candidly assessing the situation, Thai Nguyen Civil and Industrial PMB still faces some limitations. Besides objective factors, there are subjective elements that need to be addressed, such as: Some projects lacked detailed planning during implementation or were inconsistent with zoning plans, requiring adjustments; investment preparation and study reports took considerable time; coordination in resolving compensation and site clearance documentation was sometimes not timely or effective...

To continue accelerating progress and ensuring project quality, Thai Nguyen Civil and Industrial PMB has been implementing multiple synchronized solutions since early 2025. The focus has been on strengthening coordination with relevant agencies to definitively resolve implementation obstacles; accelerating bidding procedures for contractor and consultant selection; working closely with localities on site clearance to promptly implement new projects; speeding up construction progress while ensuring quality; shortening processing time for acceptance and payment procedures to disburse funds to contractors and consultants in a timely manner. Additionally, the Board strictly controls the scope, scale and structure of project total investment; closely monitors project costs; accurately determines capital requirements to develop detailed monthly disbursement plans; and proposes timely plan adjustments to avoid investment capital waste...
