The Session was attended by Vice Chairmen of the Provincial People's Committee; representatives from the Provincial People's Council and its committees, the Standing Committee of the Provincial Fatherland Front and leaders of provincial departments and agencies.

he Provincial People's Committee's report on the socio-economic situation in January and key tasks for February 2025 highlighted that, from the very first days and months of the year, all levels, sectors, localities and the business community in the province have implemented plans and organized production with urgency and enthusiasm. This demonstrates their determination to successfully achieve the goals and tasks set for 2025, laying a solid foundation for double-digit growth in the coming years.

The results of the implementation of a number of specific indicators include: The Industrial Production Index (IIP) is estimated to have increased by 3.11% compared to the same period last year; Total retail sales of goods and consumer service revenue reached an estimated VND 8,026 billion, up 31.88% year-on-year; Export value is estimated at USD 2.856 billion, achieving 9.5% of the annual plan; Agricultural production remained stable; State budget revenue reached an estimated VND 1,935 billion, exceeding the same period by 126.9%; Disbursement of public investment capital as of January 22, 2025, totaled over VND 419 billion, reaching 7.5% of the plan assigned by the Prime Minister and 6.3% of the local plan.

In January, the province granted new business registrations to 107 enterprises with a total registered capital of VND 845 billion. Investment registration certificates were issued for projects with a total capital of VND 4,139 billion and capital adjustments were made for three projects, increasing their capital by VND 1,657 billion. The province also approved two new FDI projects with a total registered capital of USD 10.8 million and one project with an additional capital of USD 1.5 million. In line with the Thai Nguyen Province Planning for the 2021-2030 period, with a vision to 2050, the province has planned 11 industrial parks and one concentrated information technology zone, covering a total area of 4,245 hectares.

In the first month of the year, the Provincial Party Committee and the Provincial People's Committee directed sectors and localities to prepare conditions for visiting and presenting gifts to policy beneficiaries and the poor, ensuring that all citizens celebrated a joyful, healthy, economical and safe Lunar New Year. The epidemic situation remained stable and food safety was ensured. Activities in the information and communications sector were maintained and strengthened, contributing to social consensus and stabilizing the lives of the people in the area. The Department of Home Affairs advised the Provincial People's Committee on a project to streamline the organizational structure of agencies, organizations and units under the provincial government in accordance with Resolution No. 18-NQ/TW.

During the Session, the Director of the Department of Home Affairs presented proposals and draft resolutions on reorganizing the organizational structure of specialized agencies under the Provincial People's Committee, adjusting the allocation of administrative and non-business staff quotas for 2025 in Thai Nguyen and establishing Ba Xuyen Ward and Tan Quang Ward in Song Cong City.

Leaders of departments and branches contributed opinions during the Session

In his directive speech, Comrade Nguyen Huy Dung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, commended and praised the efforts of departments and agencies in achieving concrete results, contributing to improving the lives of the people, especially during the Lunar New Year of the Year of the Snake. He emphasized that leaders of departments and agencies should maintain the province's ranking in the Top 10 provinces and cities nationwide in their respective fields and gradually improve international rankings. In the irreversible trend of innovation, creativity, digital transformation and in line with the directives of General Secretary To Lam in Resolution No. 57 on breakthroughs in science, technology, innovation and digital transformation across all aspects of social life, each department and agency must advise the province to implement specific models and products that deliver high productivity, quality and efficiency. Any difficulties or obstacles encountered during implementation should be reported to the Provincial People's Committee for prompt support and resolution.

To expedite the implementation of the 29 task groups and 470 specific tasks outlined, the Chairman of the Provincial People's Committee urged departments and agencies to uphold their responsibilities, ensuring the quality and progress of assigned tasks. Simultaneously, efforts should be made to execute long-term tasks and initiatives that contribute to creating new growth momentum alongside traditional growth drivers. Regarding transportation projects, he proposed that the Ministry of Transport promptly submit to the Government for approval the investment in expanding and upgrading the Hanoi - Thai Nguyen expressway; investing in the construction of the Tuyen Quang - Thai Nguyen - Lang Son route to alleviate congestion on National Highway 1B; organizing the opening of the Hanoi - Thai Nguyen railway; implementing the second phase of regional linkage routes; and completing the road encircling Nui Coc Lake. For other projects, he urged the acceleration of procedures to develop the concentrated information technology zone, attract data center investments in Thai Nguyen, establish a Thai Nguyen storefront on e-commerce platforms, implement carbon certification and green growth initiatives, respond to the General Secretary's call for universal AI and digital technology education, develop sustainable human resources with five core criteria, promote culinary tourism and night-time economy in Thai Nguyen and advance industrial automation and low-altitude space economy...

Regarding the reorganization and streamlining of the administrative apparatus, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee directed departments and agencies to review documents and tasks to ensure that newly consolidated units can operate immediately after the merger, with each task having a designated lead to avoid legal gaps after the consolidation.

For specific issues discussed during the Session, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee assigned the Department of Planning and Investment and the Department of Home Affairs to incorporate delegates' opinions, finalize the content of documents and report to the Vice Chairmen of the Provincial People's Committee in charge for review and submission to the Provincial Party Committee as per regulations.
