Accordingly, based on the situation in the first quarter of 2025 and the current context, the province will maintain the 2025 target as set forth in Plan No. 42/KH-UBND, aiming for a Gross Regional Domestic Product (GRDP) growth rate of 10.5%. The economic growth scenario for each quarter of 2025 has been adjusted as follows:

By economic sector: The service sector must set higher growth targets while reducing growth targets for the industry-construction sector, specifically: Growth in the agriculture, forestry and fishery sector for 2025 will reach 4% (initial scenario 4%); growth in the industry-construction sector for 2025 will reach 9.9% (initial scenario 12.3%); growth in the service sector and product taxes minus product subsidies for 2025 will reach 14.2% (initial scenario 8.3%). Total social investment resources for 2025 aim to reach 104.1 trillion VND to meet the economic growth target of 10.5%.

To achieve these goals, the Provincial People's Committee has requested departments, sectors, units and district and city People's Committees to continue implementing decisively and effectively 68 groups of key tasks and solutions for the last 9 months of 2025 according to Plan No. 42/KH-UBND dated February 27, 2025. In addition, to meet the requirements of the adjusted scenario and the practical situation, the Provincial People's Committee has supplemented several key tasks and solutions to focus on leadership and direction in the coming period, such as: The Department of Finance, the Management Board of Industrial Parks, the Department of Industry and Trade, the Department of Science and Technology and district and city People's Committees are to strengthen investment attraction in new industries and high-tech fields such as semiconductors, artificial intelligence, energy transition... Accelerate the progress of building, completing and investing in infrastructure in industrial parks and clusters, especially in the southern area of the province, connecting with the development of the Hanoi Capital Region; accelerate the disbursement progress of the 2025 public investment capital plan according to regulations.

Related departments and sectors should promote growth in all areas, striving to achieve the highest growth possible; regularly review and advise on amendments, supplements and improvements to legal regulations, creating a complete, smooth and transparent legal corridor for businesses, investors and citizens.

The Provincial People's Committee has assigned members of the Provincial People's Committee, heads of departments, boards, sectors and Chairpersons of district and city People's Committees to advise, directly direct and organize the implementation of tasks and solutions according to the Plan; periodically, before the 12th day and 27th day of each month, analyze, evaluate, forecast and report on the implementation results of the 2025 growth scenario by sector, field, area and management, providing full and accurate data to the Department of Finance for compilation and reporting to the Provincial People's Committee; assigned the Department of Finance to lead, compile and develop reports on the implementation results of the 2025 growth scenario, reporting to the Provincial People's Committee before the 13th and 28th of each month to report to the Standing Committee of the Provincial Party Committee and the Provincial Party Standing Committee; the Secretaries of City and District Party Committees are to focus on leadership, direction and urge the implementation of tasks and solutions to promote economic growth in this Plan and the local socio-economic development plan for 2025.
