Accordingly, The Chairman of the Provincial People’s Committee has directed the Chairmen of District and City People’s Committees to strengthen land management and urban management, strictly enforce regulations to ensure order and urban civility and intensify inspections and audits to ensure compliance with legal provisions on land management and construction order. Violations must be resolutely and promptly addressed to prevent the exploitation of the Central Government’s conclusions on administrative and organizational restructuring for profiteering or other illegal activities.

The Department of Agriculture and Environment is tasked with intensifying inspections and oversight of land transfer, parcel division and land-use purpose conversion applications in communes, wards and towns subject to mergers, ensuring compliance with legal conditions. The department must proactively coordinate with relevant agencies to strictly address violations of land laws and cases of exploiting merger-related information for personal gain. Additionally, it is responsible for reviewing and advising the Provincial People’s Committee on measures to control land transactions, transfers and conversions, particularly in areas experiencing significant or abnormal land price fluctuations.

The Department of Construction, in collaboration with the Department of Agriculture and Environment, other departments, agencies and localities, will lead efforts to intensify inspections and tightly manage construction activities and real estate projects. Necessary measures must be implemented to stabilize the real estate market, including publicizing urban development planning information to prevent unauthorized land subdivision, lot sales, or the formation of unplanned residential areas in violation of legal regulations. The department will closely monitor market trends and developments, taking timely measures to stabilize the real estate market and prevent price surges or real estate “bubbles” in the province.
The Provincial Police is directed to instruct its specialized units and local police forces to monitor the situation, verify information and strictly address acts of spreading false information, providing unauthorized advice on land-use purpose conversions or engaging in illegal land transaction brokerage for profiteering.
