According to statistics, as of December 31, 2020, Pho Yen town has a natural area of ​​over 258 square kilometers, a population size of over 231 thousand people and 18 administrative town-level units in the whole including 04 wards.

Accordingly, the draft project on the ward establishment in Pho Yen town and Pho Yen city establishment, Thai Nguyen province consists of 5 parts. With the above structure and content, the draft project has fully ensured the necessary contents on ward establishment in Pho Yen town and Pho Yen city establishment, Thai Nguyen province to submit to competent authorities for consideration and decision. Regarding the criteria for ward and city establishment comparing with the provisions of Resolution No. 1211/2016/UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee on administrative unit standards and classification, there are 09 communes expected to establish wards in the Pho Yen town (including: Dac Son, Nam Tien, Tien Phong, Dong Cao, Tan Phu, Thuan Thanh, Hong Tien, Tan Huong, Trung Thanh) which are completed 4/4 of the standards as prescribed, such as: Population size number, natural area, structure and socio-economic development level, urban infrastructure system. In addition, Pho Yen Town also ensures 5/5 criteria for establishing a city under the regulations, including: Population size; natural area; affiliated administrative units; recognition as a grade-1 or grade-2 or grade-3 city; socio-economic development structure and level.

Speaking at the conference, the delegates assessed that the draft project basically ensured all necessary contents. However, there are two communes that are expected to establish wards, Dong Cao and Tan Phu, still not met the "market or supermarket" criteria of the fourth standard on urban infrastructure system; they recommended Pho Yen town has a solution to meet the above criteria. The project has been basically built and completed on content, however, in order to have a basis for the project implementation, the People's Committee of Pho Yen town needs to provide sufficient documents of competent agencies to prove the contents and data included in the Project. In addition, the delegates als gave some comment for Pho Yen Town completing the Project such as: developing a plan to collect people’s opinions in the area on new administrative unit establishment as soon as possible; determining the size of the area for Tan Phu commune.

For the Conference conclusion, Comrade Trinh Viet Hung, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee highly appreciated the leadership, direction and efforts of Pho Yen Town in speeding up the criteria completion to make the town become a city directly under the province according to regulations; and at the same time he also recommended: Department of Home Affairs must coordinate with Pho Yen Town to listen delegates’ comments to complete the draft Project to submit to competent authorities for consideration, decision, coordination and guidance of Pho Yen for the necessary steps, the additional plans need to be completed soon; in addition to the criteria and standards as prescribed. Pho Yen town also needs to pay attention to ensuring security and order; Covid-19 epidemic prevention and control in the city construction. In addition, it is necessary to strengthen the work of information and propaganda to people in the area about the policies, plans and benefits after the Pho Yen city establishment.; proactively guide communes in the area in implementing the steps and procedures for ward establishment in accordance with regulations.

Previously, Mr. Trinh Viet Hung, an alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee, went to check the project progress to build a complex culture, sports, greenery park in Pho Yen Province (in Nam Tien commune) and Vietnamese-Korean Urban Area Project (in Hong Tien commune).
